📌Public Expenditure and Financial Accountability (PEFA) assessment has just commenced. We are pleased that two experts from REX Consulting Group, Valmira Rexhebëqaj and Alketa Buçaj, are part of the expert team conducting the 2026 PEFA assessment.

We are pleased to announce the launch of the 2026 Public Expenditure and Financial Accountability (PEFA) assessment in Kosovo, which will include the PEFA Gender Responsive Public Finance Management Assessment (PFM) and Climate aspects as well.

📊 This assignment will support the implementation of a comprehensive central-level PEFA assessment covering the last three completed fiscal years (2022, 2023, and 2024), and the preparation of the official PEFA Assessment Report.

🤝 Through this process, the project will provide technical assistance to Kosovo institutions, ensuring a structured, evidence-based, and internationally aligned evaluation of the country’s public financial management (PFM) system.

For this process, a team of five PEFA experts will carry out Kosovo’s national PEFA assessment.

Naida Trkić-Izmirilija will lead the team, overseeing the coordination and management of the entire process, and the team will also include following experts from Kosovo:
Valmira Rexhebëqaj
Alketa Buçaj
Ardiana Gashi
Alban Kaçiu

💼 Together, this team will provide hands-on expertise and guidance to ensure a smooth and successful PEFA assessment.

📘 PEFA is an internationally recognized framework for assessing the performance of PFM systems. It enables governments to identify strengths and areas requiring improvement, while providing development partners, including the European Union, the World Bank, and the International Monetary Fund, with a structured overview of a country’s financial governance capacity.

📈 The framework assesses 31 key indicators across seven pillars of PFM, using 94 dimensions to provide a comprehensive and comparable snapshot of performance over time.

✨This assessment represents an important milestone in strengthening transparency, accountability, and evidence-based public finance reforms in Kosovo. The most recent PEFA assessment in Kosovo was conducted in 2022.

Kemi kënaqësinë të njoftojmë fillimin e Vlerësimit për Shpenzime Publike dhe Llogaridhënie Financiare (PEFA) për vitin 2026 në Kosovë, i cili këtë herë do të përfshijë edhe vlerësimin e perspektivës gjinore të Menaxhimit të Financave Publike (PFM) dhe aspektet e klimës në kuadër të PEFA-s.

📘 PEFA është një kornizë e njohur ndërkombëtarisht për vlerësimin e performancës së sistemeve të menaxhimit të financave publike. Ajo u mundëson qeverive të identifikojnë pikat e forta dhe fushat që kërkojnë përmirësim, ndërsa u ofron partnerëve zhvillimorë, përfshirë Bashkimin Evropian,Bankën Botërore dhe dhe Fondin Monetar Ndërkombtarë, një pasqyrë të strukturuar të kapaciteteve të qeverisjes financiare të një vendi.

📈 Korniza PEFA vlerëson 31 indikatorë kyç në shtatë shtylla të menaxhimit të financave publike, duke përdorur 94 dimensione për të ofruar një pasqyrë gjithëpërfshirëse dhe të krahasueshme të performancës ndër vite.

✨Ky vlerësim përfaqëson një hap të rëndësishëm në forcimin e transparencës, llogaridhënies dhe reformave të financave publike të bazuara në evidencë në Kosovë. Vlerësimi më i fundit PEFA në Kosovë është realizuar në vitin 2022.

🌍🚀Major milestone achieved: REX Consulting Group goes
international.

Pleased to share that REX Consulting Group, in consortium with Re-Forma based in Slovenia, has been awarded a four-year Framework Contract with the OECD to support the evaluation of SME policies in Eastern Europe and the South Caucasus.

Over the coming years, we will help develop monitoring and evaluation tools, build capacities of government officials, and evaluate national SME policy measures, to strengthen evidence-based policymaking across this region.

✅ It was a pleasure to attend the closing event of the TAKE Project, funded by Switzerland in Kosovo.

📊 Over the past few years, REX Consulting Group has had the opportunity to collaborate with the TAKE Project on several occasions. We are proud that our research contributed directly to achieving the project’s objectives and delivering meaningful results.

🔍 Specifically, REX Consulting was contracted to conduct:

📌 Needs Analysis and Parent Study, with a focus on single-headed households, and to develop an Action Plan for outreach and capacity building.
➡️ We're pleased to see that our analysis led to a series of impactful trainings that have positively affected the lives of many single-headed households in Kosovo.

📌 Data Analysis and Reporting on the Quality of Pre-Primary Education for 2024 and 2025, along with the development of guidelines.
➡️ These served as a key reference for stakeholders aiming to assess and improve the quality of pre-primary education at the local level.

🙏 We are grateful for the collaboration and proud to have contributed to such an important initiative focused on inclusive and quality education in Kosovo.

Last week, the Center of Excellence in Finance (CEF) hosted a focused workshop to support North Macedonia in assessing the economic impact of six key reforms from their Reform Agenda. This marks a significant step in shaping the country’s economic future 🇲🇰🚀.

We’re especially proud that our colleague Alketa Bucaj played a key role as the expert for this event! 🙌 She is contributing her expertise to help North Macedonia develop tools and conduct detailed impact assessments of economic reforms developed as part of the Reform Agenda of North Macedonia.
