Project success is no longer about on time or on budget. Long gone are the days when the success of a project could be measured in these terms. It derived in bad practices that cause dangerous trade-offs.
In today's world, projects need a healthy mix of the following:

On time
On Budget
On Scope
On Quality
On Risk
On Benefits
On Adoption
On Leverage
On Sustainability
On Innovation
On Morale

On Adoption, in a way related to On Benefits, it means that the solution the project is delivering gets adopted and used by their target community, enabling in this way that the benefits are ripped.

On Leverage, means that a project generates organizational knowledge that will improve the chances for other projects in the future to meet their targets

On Sustainability means that the solution delivered by the project will produce greater benefits than what it costs to maintain thesolution. A project may create a solution within its contraints of on budget and on time, but it may be costly to sustain in the future, making it not viable.

On Innovation, means that the project delivers solutions that are considered innovative

On Morale, means that a project does not need reduces the working human experience of its participants and stakeholders. People need to finish with a feeling of satisfaction and better relationships.

On NPS, means that project stakeholders (internal and external) would likely to recommend the project to their friends or colleagues.
