📦 *CBIC SOP FOR CLEARANCE OF IMPORTED GOODS THROUGH FOREIGN POST OFFICES (FPOs)*
The *CBIC has issued Circular No. 35/2026-Customs dated 6 August 2026*, prescribing a Standard Operating Procedure (SOP) for the clearance of *personal imported goods through Foreign Post Offices (FPOs)* under the *Postal Import Regulations, 2025*.
🔹 *Key Highlights:*
• *Technology-driven & risk-based clearance*
CBIC has introduced the *FPO Import Application* to facilitate Customs assessment and clearance of personal postal imports.
• *RMS Integration*
The FPO Import Application is integrated with the *Risk Management System (RMS)* for automated risk assessment and system-based facilitation.
• *FPOs Covered*
The application is operational at:

➡️ Kochi
➡️ Mumbai FPO
➡️ APSO Mumbai
➡️ Kolkata
➡️ Ahmedabad
➡️ Chennai
➡️ Delhi
• *Electronic Presentation of Postal Articles*
Postal Authorities will electronically present the list of imported postal articles along with the articles to the proper Customs officer on arrival at the FPO.
• *Risk-Based Assessment & Examination*
Where Electronic Advance Data (EAD) is available, assessment may be undertaken before arrival based on RMS instructions.
• *Physical Examination*
Physical examination will generally be restricted to articles selected by RMS or identified due to intelligence, regulatory requirements or discrepancies.
• *Document Call Letter (D-Call Letter)*
If additional documents or information are required, Customs may issue a D-Call Letter electronically through the FPO Import Application.
• *Consolidated Queries*
Queries should be specific, relevant and, as far as practicable, consolidated into a single communication. Repeated or piecemeal document requests should ordinarily be avoided.
• *30-Day Response Period*
If no response is received within *30 days* of receipt of the D-Call Letter, or the information provided is inadequate, Customs may proceed with assessment based on the available declaration and records.
• *Electronic Clearance Order*
After completion of assessment and Customs formalities, the clearance order will be issued through the FPO Import Application and communicated electronically to the Postal Authority.
• *Duty Payment Before Delivery*
Postal articles should not be delivered unless the Customs clearance order has been issued and applicable Customs duty has been paid or realised as prescribed.
⚠️ *Important:*
The above SOP applies to *personal imported goods* processed through FPOs. *Non-personal/commercial imported goods* will continue to be governed by the existing procedure under *Circular No. 14/2018-Customs dated 04.06.2018*.
