⚡ BIG CHANGES COULD BE COMING TO THE WAY WE PAY FOR ELECTRICITY

The Department of Electricity and Energy has extended the public-comment period on the Revised Electricity Pricing Policy to 28 October 2026 at 12:00.

Why should ordinary homeowners and businesses pay attention?

Under the proposed approach, your electricity bill could eventually show separate charges for things like:

⚡ Energy actually consumed
🏗️ Capacity
🔌 Transmission and distribution
🌐 Network charges
⚙️ Ancillary services
🏛️ Municipal surcharges

The Department says greater separation of these charges should make it easier to identify hidden fees, double charging and cross-subsidies, while NERSA could introduce more standardised municipal charges.

But there’s an important unanswered question: What will the ordinary household or prepaid customer actually pay?

Parliament raised this concern during the Department’s briefing on 22 September. The Department also confirmed that the draft policy does not itself determine a specific final retail electricity price.

This is particularly important if you have solar or very low municipal electricity consumption. In future, the amount you pay may increasingly reflect not only the electricity you consume, but also the infrastructure and capacity available to supply you.

🚨How old is the debt sitting on your municipal account?

Sometimes an account suddenly reflects thousands of rands in old charges, backdated consumption, interest or unexplained arrears.

The natural reaction is either to panic and pay it, or to assume that because the debt is old, it must automatically have prescribed.

🛑Neither approach is wise.

Old municipal debt needs to be unpacked properly.

✔️You need to establish what the charge actually relates to, when the debt arose, whether it is for water, electricity, property rates or another service, how the amount was calculated, and whether anything happened that may have interrupted prescription.

There’s also an important distinction between different types of municipal debt. Tshwane’s credit-control material states that consumer charges are generally subject to a three-year prescription period, while property rates are treated differently and carry a much longer prescription period. The running of prescription can also be affected by factors such as acknowledgement of debt or legal proceedings.

So don’t simply look at a large historical balance and assume that every rand is automatically payable, or automatically prescribed.
