A recent media report from KwaZulu-Natal again highlights a hard reality for infrastructure and construction projects in South Africa: security risk does not begin when an incident occurs — it begins before site establishment.
The reported theft of heavy construction machinery and transport vehicles, allegedly linked to an organised criminal syndicate, is not only a loss of assets. It disrupts delivery timelines, increases project cost, affects community access to services, exposes workers to intimidation and hijacking, and undermines confidence in project ex*****on.
What is particularly important is the reported modus operandi: fake number plates, impersonation of authorised mechanics, claims of official permission, theft under cover of darkness, and the targeting of guards and workers through deception.
This is exactly why a Security Risk Assessment should not be treated as an afterthought or a generic guarding requirement.
Before construction starts, project owners, EPC contractors and implementing agents should understand:
• What assets will be exposed during each project phase
• Where the site, laydown areas, access routes and storage yards are most vulnerable
• How criminals could exploit contractor movement, night operations, weak authorisation controls or poor access procedures
• Which response capability is realistically available
• How security governance, incident reporting, asset tracking and contractor accountability will be managed
• Whether the security plan is aligned to the actual threat environment, not only to a standard template
For energy, road and rail, mining and construction projects, the question should not be: “Do we have guards on site?”
The better question is: “Have we assessed the site-specific security risk before mobilisation — and have we designed controls around the way the project will actually operate?”
