First Quarter 2026 Procurement Plan
To standardize procurement practices, improve efficiency and the use of funds, and ensure orderly implementation of all activities, this First Quarter Procurement Plan has been formulated. It is hereby made public to society and subject to public supervision.
I. General Principles of Procurement
(1) Procurement Purpose
The purpose of this first quarter procurement is to ensure the normal operation of daily activities, public service delivery, and project implementation. Through standardized, open, fair, and impartial procurement processes, we will select qualified suppliers with good credibility and the best value for money. This ensures that procured goods, services, and works meet quality standards, reduces procurement costs, and improves the efficiency of fund utilization.
(2) Procurement Principles
1.Transparency: All procurement information, including projects, processes, and results, will be fully disclosed to the public and subject to supervision by the public, media, and regulatory authorities.
2.Fair Competition: All qualified suppliers will have equal opportunity to participate. No unreasonable conditions will be set to exclude or restrict potential suppliers.
3.Integrity and Fairness: Procurement activities will adhere to integrity standards. Fraud, collusion, and improper benefit transfers are strictly prohibited, ensuring the legal rights of all parties.
4.Efficiency First: On the premise of ensuring quality and service, priority will be given to cost-effective, energy-efficient, environmentally friendly, and sustainable procurement options.

II. Scope and Content of Procurement

III. Procurement Process
1.Demand Submission and Review: Departments submit procurement needs. The responsible department reviews necessity, reasonableness, and budget compliance, then submits for approval.
2.Public Disclosure of Plan: After approval, the procurement plan is published publicly for at least 3 working days.
3.Procurement Announcement: Based on the method, official notices are issued detailing requirements, eligibility criteria, evaluation standards, and deadlines.
4.Supplier Registration and Qualification Review: Suppliers apply, and their qualifications are reviewed jointly by responsible and supervisory departments.
5.Evaluation and Award: An evaluation committee assesses bids and selects the winning supplier. Results are publicly announced for at least 3 working days.
6.Contract Signing and Ex*****on: After no objections, contracts are signed, and performance is monitored.
7.Acceptance and Payment: After completion, inspections are conducted. Payments are made according to contract terms once accepted.
8.Documentation Filing: All procurement documents are archived for record and audit purposes.
V. Other Notes
This plan takes effect from the date of publication and follows national procurement laws and regulations.
