The Ministry of Infrastructure, Housing and Urban Development (MIHUD) officially commissioned the Zambia National Shelter Limited (ZNSL) – Green Prefabricated Housing Production Plant and Research and Development Centre. This commissioning follows the successful groundbreaking launch of the facility in 2025, marking the transition from ceremonial start to full-scale production.

The landmark event, held at the plant located within the Lusaka South Multi-Facility Economic Zone (LSMFEZ) in Kafue, was presided over by Hon. Eng. Charles L. Milupi, MP, Minister of Infrastructure, Housing and Urban Development.

Other dignitaries included H.E. Mr. Han Jing, Chinese Ambassador to Zambia, represented by Commercial Counsellor Mr. Jin Jun; Dr. Nalukui Milapo, Board Chairperson, National Housing Authority (NHA); Mr. Chen Shu, General Manager, China Jiangsu International Scienergy Limited (CJISL); Zambia National Service (ZNS) Deputy Commander, Maj Gen Reuben Mwewa; Mrs. Inonge Gondwe, Managing Director, Lusaka South Multi-Facility Economic Zone (LSMFEZ;, and Dr. Buumba Malambo, Council Chairperson, Kafue Town Council.

The Zambia National Shelter Company Limited is a co-owned business venture between the Government of Zambia, represented by the National Housing Authority (NHA), and China Jiangsu International Economic Technical Cooperation Group.
The company was established through a Memorandum of Understanding (MoU) signed between China Jiangsu International and the NHA during President Hakainde Hichilema’s first State Visit to China. This strategic alliance aims to scale up affordable and sustainable housing solutions across the country.
