Hon. Teddy Mutale, Hon. Freedom Sikazwe and Chairperson Chalwe Simfukwe Congratulations on winning the elections!! Your election ushers in a new chapter for our community of Mpulungu District. We are excited to see the positive changes you will bring and we wish you success in fulfilling your campaign promises of better roads and bridges, water liticulation systems, rural electrification, better schools and desks, creating jobs and business opportunities for our people, better agriculture inputs with price reductions, food security & poverty reduction, newly built markets and sports facilities and the list goes on......

The trust and support bestowed upon you by the voters reflect their confidence in your ability to lead and bring about positive change in this time and season. As you embark on this new journey, I encourage you to remain true to your principles, uphold the values that guided your campaign and work deligently towards the betterment of our constituents and the Mpulungu District community as a whole.

I want also to remind each one of you that with great power comes great responsibility. Your election is not just a personal accomplishment, but also a significant opportunity to serve and contribute to the betterment of society. I hope in your leadership-you shall become a beacon of hope, love, champions of peace and unity for the all people of Mpulungu District and its respective constituencies for development sake.

Congratulations once again !! It was certainly a nail-bitting experience, but i'm sure you agree that it was most definitely worth it for everyone involved, without exception of a much younger opposition political party like the "Citizens First" which campaigned using one vehicle in two constituencies sometimes without speakers and micro phones and was struggling in financial resources supported by an individual budget of Three Hundred Thousand Kwacha-(K300, 000 and a supplement of Twenty Two Thousand Kwacha-K22, 000 from a political Party for transparency purposes-This information on funds has been given for the sake of those CF Members in Mpulungu District who wanted to "crucify me" on allegations that i have embezzled CF Party funds) and due to insufficient funds we never reached some Wards to hold any campaign meetings with the voters, but we managed to create for the very first time "Party Branches and structures" in 11-Wards out of 17-Wards of Mpulungu District for the now 2-delimitated constituencies. However, irrespective of the challenges we faced as CF Party, i shall still take this opportunity to thank the people of Mpulungu for the support and love they showed to me and our President Harry Kalaba of CF under circumstances.

It goes without saying that they can only be one winner at a time and God has given the 3 of you to lead Mpulungu District in your respective roles in this season. We therefore wish the all 3 of you the very best as you undertake this noble endeavor.

MPULUNGU SOUTH MP CANDIDATE LEWIS CHIZU IN AN INTERVIEW WITH WALAMO RADIO ON-08TH JULY, 2026 OUTLINED THE SYNOPSIS OF SOME OF THE SEVEN CRITICAL POINTS OF CITIZENS FIRST PARTY MANIFESTO AS BELOW:

1. Citizens First Party manifesto is cognizant that our capacity to mitigate climate change and other issues of bio-diversity still remain unsatisfactory. Therefore, the need to enhance such capacities.
2. We have a pupil teacher ratio of 150/1 per class. If we have to achieve the objective of providing quality education in public schools for all learners and actualize the pronouncement of free education such issues should be given the serious attention they deserve.
3. Women continue to lose their lives while giving life through childbirth. CF shall enhance primary and secondary health care to ensure reduction in preventable Maternal, Newborn and Child mortality rate.
4. A common man cannot afford to have 3-good meals in a day and is actually living in wallowing poverty. The CF manifesto emphasizes on collective will and unwavering commitment working with every Zambian in tackling poverty and fostering economic growth at the back drop of our youth talents, innovations and productivity and the ingenuity of the Zambian population, and further ensuring social justice for all Zambians.
5. 60-years after independence, Zambians do not own their own economy. Zambia continues to make foreigners dollar billionaires from our resources, while making Zambians poorer. CF Manifesto details out comprehensive strategies to not only enhance the wellbeing of Citizens, but further positions the Citizenry for prosperity and transformative growth and integrity to propel Zambia into a developed and prosperous country, restoring integrity and rebuilding trust in our governance.
6. Mr. CHIZU Lewis said-the CF Manifesto is developed to influence the long-term development to be broken into immediate, short and long term output and out comes so that the national development plan and vision will be able to hold and anchor all development initiatives. The CF manifesto envisions the factors of production enhanced with policy coherence and consistency.
7. Our Manifesto leaves no one behind. The Children, the Youth, Women and Men, the Vulnerable, the worker, the affluent, the traditional leaders, the Church, the Civil Society and the private sector are part of our manifesto contributing towards building a unified, well loved, peaceful and developed Zambia that you and I/me will be proud to call home. MY PERSONAL EXPERIENCE OF HOW THE HEALTHCARE SYSTEMS HAVE BEEN NEGLECTED IN MPULUNGU DISTRICT.

My left knee got injured when i had fallen in the drainage in the bush as we were walking in un-clear foot path with my CF-team in the night with torches where people use neither vehicles nor motor bikes to the next village in my campaign trail last month of June, 2026 one week after nominations day had past. The X-Ray revealed that it was not fractured, but just my left knee muscle got over stretched. At a time when it happened-i did not want to cry for the world attention for all to see, because i consider myself as not a "Cry Baby", but i believed God and the hospital shall do their work until i'm well again. I have learnt the hard way in Mpulungu. For barely one month of moving up and down from one hospital to another, i have learnt that the main big hospital of Kaizya village they do not even have access to radiology-(lack of hospital equipment), therefore referrals have to be made to Mbala General Hospital about 45-kilometers drive away from Mpulungu. Both Mpulungu hospital and Kaizya hospital seated in my South Constituency are under staffed with medical personnel, no proper drugs are given and they kept referring me to pharmacies without even giving me a prescription. The hospitals in Mpulungu lack disinfectants leading to un-hygienic environment causing more infections.

THE NEED TO SUPPORT UNIVERSAL HEALTHCARE AND HEALTH FOR ALL.

Health is an indispensable asset at the centre of growth, development and well-being of the individual and the nation. Universal health coverage (UHC) entails access and service provision to all people to the full range of quality health services they need, when needed and where need, and without financial hardship, and covering all services from health promotion, prevention, treatment and palliative care.

WHY PEOPLE OF MPULUNGU SHOULD VOTE CF-CANDIDATES IN 2026 FOR IMPROVED AND BETTER HEALTHCARE SYSTEMS.

The CF will enhance the performance of the Ministry of Health to improve standards of care through quality dimensions in procurement of medical products, vaccines and technology, in certification of health care provider competences and in the service provision.

THE CF WILL BRING ABOUT THE FOLLOWING CHANGES TO ENHANCE PUBLIC HEALTH.

1. Introduce equitable distribution of health services, commodities and health care workers prioritizing the rural areas and improving health worker/patient ratios.
2. Introduce Quality Dimensions in all areas of health care delivery.
3. Enhanced support for neglected conditions including mental health.
4. Introduce community health insurance schemes across the country which will ensure that every one has easy access to health facilities and qualified health workers.
5. Enhance primary and secondary health care to ensure reduction in preventable Maternal, Newborn and Child mortality rate.
6. Make NHIMA more efficient and effective.
7. Put in place social policies and systems which will protect and assist the disadvantaged and vulnerable in our society and ensure equal access to quality health services, opportunities to education and wealth creation.
8. Enhance partnerships with the private hospitals for improved health care delivery and competence building for health care staff including undertaking training practices and internships in private hospitals.
9. Establish partnerships with universities and hospitals in the developed countries to allow for sabbatical rotations prioritizing the Zambian citizens in the diaspora in order to enhance knowledge sharing and transfer.
10. Enhance community-based support for people with Chronic disease.
11. Matching of graduating medical students with the demand in public health.
12. Construction of more health facilities in each Ward and Districts.

Our engagement on-05/07/2026 with people of Chitongo Village in Mankonga Ward and just like several other villages we have visited before, they also complained of major issues they are faced with-such as lack of clean water to drink from taps, lack of electricity and bad roads amongst many other things such as lack of jobs, increased poverty levels-extra, extra.

They further told us that their houses were demolished and were promised to be compensated by the government and they have kept presenting their complaints to the leadership of the constituency since 2022, but nothing has bn done about it and people in this village are bitter about the government of the day and they can't wait for 13th August, 2026 to show them an exit door by the power of a ballot box.

Mpulungu Constituency has had no meaningful development in past 5 years. People now have started seeing cosmetic or rather Sugar Coating development during campaign period done out of desperation meant for mere votes-"Lewis Chizu has said".

People who are directly affected on the ground want change of leadership for sustainable development by voting for Lewis Chizu and they are not going to be part of "social media noise" of stage managed reporting which doesn't even vote in respective Constituencies and the majority of voters in typical villages do not own expensive phones which can make them access the social media (they know nothing about what happens on social media) and they do not have enough moneys to purchase the bundles because the majority have no jobs or rather they are not equipped with some technical skills and have ended up not finding something to do or rather to work and they only have little moneys to spend on food just to survive Mr. Chizu has further stated.
