1. Project Description

The proposed development comprises the construction of a modern healthcare clinic facility designed to provide primary and outpatient medical services. The project generally includes, but is not limited to, the following components:

Modern Clinic
Office Block
Basketball court
Guard House and other associated ancillary works
External Works including access, parking, drainage and landscaping
The clinic is intended to meet applicable healthcare standards, local authority regulations, and Ministry of Health requirements, with emphasis on functionality, durability, hygiene, and patient comfort.

2. Scope of Works

The Main Contract Works shall include:

Full construction works in accordance with the architectural, structural, civil, and MEP drawings.
Provision of all Labour, Materials, Plant, and Equipment.
Coordination of specialist subcontractors.
Compliance with statutory requirements, health and safety regulations, and quality standards.
Testing, commissioning, and handover of the completed facility

Archie Hinchcliffe Disability Intervention invites sealed bids from qualified and reputable borehole drilling contractors for sitting and drilling of four (4) Boreholes of (6) inches borehole sizes meant for both irrigation and domestic use in Nankanga, Chilambila, Kabweza and Chipapa rural areas of Kafue District.

1. PROJECT BACKGROUND

AHDI is a registered Zambian Organization empowering children with cerebral palsy and others with allied conditions through healthcare education and community support.

AHDI is implementing a project in Kafue Rural, that is introducing sustainable farming to promote climate resilience among small holder farmers. The sustainable farming project seeks to strengthen community resilience and enhance agricultural productivity among smallholder farmers hence reliable water sources are critical for the project’s success. The boreholes will support commercial irrigation demonstration plots of (50m*100m) where farmers will be trained in agroecological and climate-smart farming methods that do not harm the environment.

2. SCOPE OF WORK

Conduct site verification and hydrogeological surveying for accurate borehole siting.
Drill and develop four (4) boreholes to a depth of 100 meters with 6 (″) PVC casing.
Conduct precise pump testing and provide accurate borehole yield.
Conduct water quality testing to ensure suitability for drip irrigation.
And lastly provide a good borehole report.
3. BIDDER ELIGIBILITY REQUIREMENTS

Terms of Reference: ZCEA/AUD/2025–2028
1. Background
The Zambia Civic Education Association (ZCEA) is a non-governmental, not for profit human rights organisation that promotes and protects children’s rights through advocacy and civic education for the children’s wellbeing. ZCEA envisions a society in which all people enjoy fundamental human rights, justice and human dignity.
To enhance financial accountability and ensure compliance with international donor requirements, ZCEA invites qualified and independent audit firms to submit proposals for the provision of external services for the period 2026 to 2028.

2. Purpose and Objectives of the Audit Services
The objective of the external audit is to enable the auditor to express a professional, independent opinion on ZCEA’s financial statements and the use of donor funds during the audit period, and to assess compliance with:
· International Standards on Auditing (ISAs) issued by IFAC.
· EU Commission’s Practical Guide to Contract Procedures (PRAG) requirements for grant-funded project.
Expected Deliverables:
· Audited Financial Statements and Audit Report for each financial year;
· The management letter outlining the factual findings of the period audited.
Verification of expenditure in accordance with donor contracts per project.
• Confirmation of the existence and proper use of assets and funds
3. The scope of works shall:
3.1 cover ZCEA’s consolidated financial statements and donor-funded projects for the years 2025, 2026, 2027, and 2028.
3.2 Include a fund specific verification of the donor funded projects, including compliance with respective grant agreements.
3.3 The audits should be carried out in accordance with International Standards of Auditing (ISAs).
3.4 Sufficient appropriate audit evidence should be gathered to substantiate in all material respects the accuracy of the accounting records.
3.5 The audit report of the auditors should state if the audit was not in conformity with any of the above standards.
3.6 Verify that:
o All funds received were used for their intended purposes.
o Expenditure is supported by valid documentation and conforms to the approved budget.
o Procurement procedures comply with donor and ZCEA regulations.
o Financial management systems are adequate for accurate reporting and internal control.
· Ensure that the auditor’s opinion conforms with ISAs and that the report specifies any deviations.
4. Required Qualifications and Experience
Eligible audit firms must meet the following criteria:
4.1 Be independent of ZCEA and its Board, management, or donors.
4.2 Be licensed by the Zambia Institute of Chartered Accountants (ZiCA) with a valid practicing certificate.
4.3 Have proven experience auditing EU, BMZ, or UN funded projects or other international donor funded Programmes.
4.4 Operated as a registered firm for at least five (5) years.
4.5 Audit Partner: At least 10 years of professional experience in external audits, including donor-funded assignments.
4.6 Audit Manager: Certified ACCA, CA Zambia, or CIMA with at least 5 years’ experience managing similar audits.
4.7 Auditor Senior/Team Members: Minimum of 3 years of professional experience in auditing NGOs or development cooperation projects.
5. Proposal submission Requirements
Interested firms should submit the following documentation:
1. Company Profile detailing ownership, legal status, and structure.
2. Valid ZiCA License and Tax Compliance Certificate.
3. CVs of the audit team composition, lead Partner on the assignment and tasks for each on the assignment.
4. Technical Proposal, including:
o Understanding of the assignment and proposed methodology.
o Composition of the audit team and roles.
o Work plan and proposed timelines.
5. Financial Proposal, clearly stating all fees and taxes (in Zambian Kwacha).
6. Evidence of Experience, including reference letters or contact details of at least three similar assignments (preferably EU, BMZ/Bengo, or other international donors).
7. Signed Declaration of Independence and Absence of Conflict of Interest.
Incomplete applications or those submitted after the deadline will be disqualified
7. Evaluation Criteria
Proposals will be evaluated based on:
· Relevant experience with EU/BMZ-funded audits (30%);
· Technical approach and audit methodology (25%);
· Qualifications and experience of key personnel (25%);
· Financial proposal (value-for-money) (20%).
ZCEA reserves the right to conduct interviews or clarification meetings with shortlisted firms.

Tender for the Supply, Modification, and Installation of Containerized Training Workshops

Background

Skills to Live Zambia (S2L Zambia) is a registered non-governmental organisation headquartered at Farm 919/13 Sub C, Lusaka South (Lilayi). The organisation empowers vulnerable young people with technical, vocational, and life skills to enhance employability, livelihoods, and income resilience.

To advance this mission, S2L Zambia is establishing two (2) modern training workshops that are safe, inclusive, and fully functional. Each workshop will be constructed from two (2) high cube shipping containers, joined to form a single workspace—bringing the total requirement to four (4) containers.

S2L Zambia now invites bids from eligible, qualified, and registered contractors for the supply, modification, roofing, delivery, installation, and commissioning of these containerised training workshops.

Note: The tender is divided into two lots. Bidders may apply for Lot 1 (Supply of Containers), Lot 2 (Modification & Installation), or both.

Objectives

The tender aims to deliver two fully operational, disability-inclusive training workshops by:

Supplying four (4) 40ft high cube containers (Lot 1).
Modifying and converting containers into two (2) functional workshops (Lot 2).
Installing durable roofing structures for weather protection (Lot 2).

Scope of Work

Lot 1 – Supply of Containers

Supply four (4) 40ft high cube shipping containers in excellent structural condition.
Deliver containers to S2L Zambia, Lusaka South (Lilayi).
Lot 2 – Modification & Installation

Modify and convert containers into workshops, including:
Secure doors, windows, flooring, insulation, and interior finishing.
Electrical wiring, sockets, and lighting.
Adequate ventilation and safety features.
Accessibility fittings (ramps, wide entryways, etc.).
Construct roofing structures (iron sheets, trusses, gutters).
Deliver, install, and commission the workshops on-site.
Provide technical documentation, warranties, and a maintenance plan.

Eligibility Requirements

Bidders must:

Be registered contractors with valid PACRA and NCC/ERB certification (Lot 2).
Hold a valid 2025 Tax Clearance Certificate.
Operate from a physical, traceable office in Zambia.
Demonstrate proven experience in container supply (Lot 1) or modification/construction (Lot 2), with at least 3 references.
Submit a company profile and CVs of qualified technical personnel.
Commit to disability inclusion and safeguarding standards.

Deliverables
