Urgent statutory notice from the Minerals Regulation Commission.
All exploration, small-scale and large-scale mining operations in Zambia must comply with the Environmental Protection Fund (EPF) requirements by 30 August 2026 - that is approximately 34 days from now.
What you must do:
- Submit an Environmental Audit Report prepared by 2 independent accredited environmental consultants
- Report must cover mine closure and rehabilitation costs
- Submit 6 hard copies plus electronic copy to the MRC
- Make EPF contributions based on the demand notice
Penalties for non-compliance:
- Monetary fines and sanctions
- Licence suspension or revocation
- Prosecution with possible imprisonment
Good news - EPF contributions are refundable upon satisfactory site rehabilitation.

Urgent reminder for all artisanal miners in Zambia.
Under the Minerals Regulation Commission Act No. 14 of 2024 you must apply for renewal at least 60 days before your licence expires. Miss this window and you risk losing your right to mine entirely.
Key facts:
- Licences are valid for 2 to 3 years under the new Act
- You must apply for renewal at least 60 days before expiry
- Mining with an expired licence is the same as mining without one
- Renewal government fee is K1,200 plus ZMA service fee of K1,000

Breaking news from the Minerals Regulation Commission - 10 July 2026.
The MRC has reviewed 823 mining licence applications in just two weeks - representing 50% of the 1,672 pending applications.
Here are the Artisanal Mining Rights results:
- 462 applications reviewed
- 305 approved (66%) - including 68 cooperatives and 237 individuals
- 151 deferred (33%) - missing additional documentation
- 6 rejected (1%) - failed statutory requirements
The most important number here is 33%. One in three applications was deferred because of missing documents. That is the exact mistake Zambezi Mineral Advisory exists to prevent.

Important notice for all miners in Zambia.
The mining law has changed. The Mines and Minerals Development Act No. 11 of 2015 has been repealed and replaced by the Minerals Regulation Commission Act No. 14 of 2024, which came into force in 2025.
Here is what every miner needs to know:
1. All mining licences are now regulated by the new Minerals Regulation Commission (MRC)
2. Artisanal Mining Rights are still only for Zambian citizens and fully Zambian-owned cooperatives
3. Maximum mining area is 6.68 hectares licences valid 2 to 3 years
4. Renew at least 60 to 90 days before your licence expires or risk losing it
5. A new ASM Fund provides loans, grants and training for artisanal miners
And once you have your licence, your obligations do not stop there. Licence holders must also:
- File monthly production reports on MOSES
- Submit quarterly and annual reports to the Ministry of Mines
- Pay area charges and mineral royalty returns to ZRA
- Meet ZEMA environmental, NAPSA and NHIMA obligations
