πΉ What SI 41 of 2026 is about:
This statutory instrument revises compliance fees and levies charged by local authorities across Zimbabwe as part of the Governmentβs Ease of Doing Business reforms.
πΉ Key provisions affecting businesses and the public:
β’ Certain local authority licensing fees for retail operations have been abolished β including fees for bakery licenses within a retail shop, fishβmonger licences, takeaway and bottle store licences where operated within a retail outlet.
β’ Levies such as the timber transportation levy, borehole/water abstraction fee, and livestock movement clearance levy have also been removed.
β’ Parking fees have been standardised and reduced to a maximum of US$0.50 per hour (down from US$1).
β’ Clamping charges are now capped at US$20 per incident, and towβaway fees have been cut by 50 %.

πΉ What this means for your business:
β Lower licence and compliance costs for many enterprises
β More predictable and uniform parking and regulatory fees across local authorities
β Reduced operating expenses for transport and logistics services
Example: Retail shop market with Butchery & Takeaway
Before: A shop in Harare had to pay:
>Shop licence
>Separate butchery licence
>Separate takeaway licence
>Possibly fishmonger licence
Now: Only the main shop licence is required.
Butchery, takeaway, fishmonger licences (inside the shop) are abolished.
