Operational resilience in the DIFC is evolving.

The DFSA has published Consultation Paper (CP) No. 170, proposing a new operational resilience framework that brings the DIFC closer to international supervisory standards, including the Basel Committee’s Principles for Operational Resilience.

The proposals signal a clear shift in regulatory focus from preventing operational incidents to ensuring that critical business services can continue through disruption, with explicit governance and board‑level accountability.

Earlier this week, joined the CEO Network session, hosted by IKEA, which brought together senior leaders for a morning of inspirational talks and dialogue about resilience.

The programme opened with a warm welcome from SBC, followed by opening remarks from the Ambassador of Sweden and insights from IKEA’s regional leadership, setting the stage for an inspirational keynote by on resilience beyond the office.

In the breakout discussions that followed, Johnny Kollin joined fellow CEOs and Managing Directors to exchange perspectives on leadership resilience, decision‑making under pressure, and sustaining performance in complex environments.

Online search interest in the term “resilience” reached a worldwide historic high in the last two months of 2025, according to Google Trends. The recent increase in search interest is evident both at a worldwide level, as well as in the Middle East and the Nordics.

But how is resilience built? Leading frameworks and studies consistently link long-term resilience to intentional, courageous decision-making about risk. In other words, resilience is not something that develops passively. It requires proactive, deliberate choices in the face of risk and uncertainty.
