• Develop and monitor principles related to infrastructure and security measures that ensure alignment with the overall enterprise architecture and strategy
• Contribute to overall infrastructure and security architecture vision and ensures specific components are appropriately designed and leveraged
• Perform architecture assessments of existing infrastructure to identify any gaps that may exist and to remediate any known performance or configuration issues
• Responsible for the design, integration, and accountable for the deployment of security architecture at Dubai Economy to ensure information assets, business capabilities, applications and platforms are secure and sufficiently protected
• Embed and promote IT security and risk policies, standards and procedures in alignment with Dubai Economy business and IT objectives and ensure Dubai Economy IT is compliant to the defined policies and standards
• Support technical solutions and design choices with detailed business case based on thorough interpretation of business requirements
• Collaborate with technical architects on infrastructure non-functional requirements, design, performance, and modernization in alignment with the overall enterprise infrastructure architecture strategy
• Define the overall infrastructure architecture including the introduction of new technologies and modernization opportunities
• Contributes to the systems planning process for new business initiatives including evaluating solution architecture against company standards, and assessing technical risk
• Evaluate platforms, tools, and emerging technologies that are candidates for the future state architecture and evolving business strategy. Conduct vendor analysis and proof-of-concepts for new technologies and solutions as needed
• Provide guidance and direction to project and operations teams on network and technology architecture
• Demonstrated understanding of technology and architecture standards, processes and practices
• Experience in creating and maintaining enterprise architecture components, specifically infrastructure and security architecture
• Solid understanding of leading technology frameworks and industry leading practices
• Hands on experience in enterprise architecture tools
• Demonstrated ability in reviewing solutions for complex technological problems
• Highly developed English and Arabic oral and written communication abilities, including the ability to prepare and deliver presentations to a senior audience
• Proficiency in MS Word, MS Excel, MS Power Point and MS Visio (as applicable)
• Excellent communication and relationship skills, especially the ability to articulate advanced technical topics to both technical and non-technical staff; ability to articulate business issues/concerns with staff
• Advanced knowledge of IT systems, practices and development life cycles.
• Applies a systematic problem-solving approach to gather needed information, evaluate alternatives, develop contingencies, and prioritize actions to recognize, analyze and solve complex problems.
• Strong collaboration skills in order to partner effectively across various levels of the organization.
• Ability to lead and facilitate design sessions with solution architects, developers, business analysts, and users
• Strong presentation, written and verbal communication skills
• Strong oral and written communication skills with the ability to communicate at levels of the organization.

• Master’s Degree in Information Technology, Computer Science, Business or equivalent
• Professional certifications related to Enterprise Architecture (SOA, TOGAF, or equivalent)
• Professional certifications related to Information Security (CISM, CISSP, or equivalent)

• Define the overall DE IT portfolio management strategy and classification criteria
• Accountable for the definition, implementation and consistent adoption of Portfolio and Program Management methodology across Dubai Economy IT
• Manage, plan, evaluate, prioritize and monitor complex or high value IT investment portfolios and projects across Dubai Economy’s business units
• Partner with the Dubai Economy business sectors to evaluate business cases, objectives, prioritize projects and participate in sourcing process (RFIs, RFQs and RFPs – issuance and evaluation)
• Gain understanding of business strategies, competitor technology and stays abreast of industry trends in the business and technology
• Monitor program / project schedule, timelines, milestones, and delivery team performance
• Work with assigned business units across Dubai Economy to develop initial business case/needs analysis outlines, initial project estimates for cost-benefit analysis and functional specifications
• Monitor overall solution / implementation delivery for projects aligned to their business area and oversees the IT strategic planning process
• Ensure all business changes are adequately governed through effective impact assessment and supported by informed decisions through designated forums
• Ensure that stakeholders are fully informed of portfolio delivery status through periodic/holistic reporting of program/project status and participate in appropriate governance forums
• Influence and lead decision making through liaison with diverse set of stakeholders
• Highly developed and proven project & portfolio management skills; possess a natural ability and drive to focus on project delivery, maintaining outstanding project ex*****on and compliance in a fast-changing environment.
• Experience within the IT industry, with hands on experience in information system design and development
• Extensive knowledge of IT planning and operations, design, and deployment, as well as system life cycle management
• Proficiency in MS Word, MS Excel, MS PowerPoint, MS Project and/or SharePoint.
• Proven leadership skills to lead teams and shape/lead growth vision. Strong Coaching skillset, a change agent with energy, passion & enthusiasm to drive change .
• Ability to collaborate across organization and with a senior-level management team.
• Analytical skills to allow ‘getting into the detail’ whilst retaining ‘big picture’ focus.
• Demonstrated ability to plan, organize and complete multiple projects efficiently in accordance with time, budget and quality requirements .
• Demonstrated ability to hold internal stakeholders and external partners accountable for meeting project schedules, budget and quality metrics .
• Excellent business presentation skills; Ability to prepare clear and concise project plans and documents, reports of work performed and other written materials .
• Ability to negotiate expectations, facilitate open communications and mediate disputes among stakeholders
• Bachelor’s degree in IT / IS disciplines
• Industry certifications in Program / Portfolio Management (PgMP, PfMP, or equivalent)
• Minimum of 5 years of experience in managing portfolio and program management
• Fluent Arabic-English speaking/writing/listening

• Business Relationship Management Professional (BRMP) or Certified Business Relationship Manager (CBRM) certification preferred
