A. INTRODUCTION
The Nigerian Port Authority hereby invites reputable and competent contractors to submit tenders for the underlisted projects;

PROJECTS
LOT 1: Provision & Installation of Solar Lighting Systems at Koko Port, Ikeja

LOT 2: Reactivation of Electrical Installation & Security Lights at Okrika Jetty, Rivers- Port Complex, Port Harcourt

B. SCOPE OF PROJECT
The scope of the works is as detailed in the Standard Bidding Document to be issued to bidders

C. TENDER REQUIREMENTS
Interested Companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

(v) Bids must be English Language and signed by an official authorized by the bidder
(vi) All bids must be accompanied with a sworn affidavit disclosing that they do not have any Director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(vii) All bidders must accompany every bid with an affidavit disclosing whether or not any officer of the relevant Committee of the Procurement entity or Bureau or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
(viii) Evidence of three (3) similar projects executed in the past including letters of awards, completion certificates etc
(ix) Company profile to include names, qualifications and experience of key personnel
(x) Evidence of Financial Capability from a reputable bank
(xi) All relevant information concerning contact, telephone, fax and e-mail address of company representative
(xii) For Joint Venture (JV) Partnership, Memorandum of Understanding (MoU) should be provided

D. COLLECTION OF FINANCIAL TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Documents from the Office of the General Manager, Procurement, Room M.W.IO, 1st Floor, Headquarters Building of Nigerian Ports Authority (NPA) Headquarters, 26/28 Marina -Lagos on provision of evidence of payment of non-refundable fee of N30,000 for each LOT desired into REMITA ACCOUNT OF NPA in any commercial bank. All tender sums of N300million and above should be conveyed with a 2% bid bond of the tender price from a reputable bank.

E. SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit bid for each of the LOT desired, three (3) hard copies of TECHNICAL and FINANCIAL BID with soft copies of technical bid only should be packaged SEPARATELY in SEALED ENVELOPES and clearly marked as "TECHNICAL BID" OR "FINANCIAL BID'. Furthermore, the reverse side of the sealed envelope should have the names and addresses of the bidders and thereafter put sealed envelopes in a bigger envelope addressed to the "THE SECRETARY TO THE TENDER BOARD, NIGERIAN PORTS AUTHORITY" and clearly marked "INVITATION TO TENDER FOR THE (TITLE DESCRIPTION AS APPROPRIATE TO SPECIFIC PROJECT BEING ADVERTISED)" specifying PUBLIC NOTICE NO. 3933 and the LOT NO. desired and dropped in the designated Tender Box located on the 1st Floor of the Headquarter Building of Nigerian Ports Authority Headquarters at 26/28 Marina - Lagos adjacent to the Lift Lobby not later than 11.00am on Monday 5th September, 2016. All received bids will be opened immediately at the Conference room, 1 Joseph Street, Off Marina, Lagos in the presence of bidders or their representatives. REQUEST FOR PROPOSAL FOR THE DESIGN AND DEPLOYMENT OF A NETWORK ACCESS CONTROL SOLUTION (NAC) FOR THE CENTRAL BANK OF NIGERIA
CBN/ITD/RFP/NAC/2016/010

1.The Central Bank of Nigeria (hereafter referred to as "CBN" or "the Bank"), being the apex Bank of the Country, occupies a central position in the economic and social development of Nigeria. In order to fulfil its vision of being the best in class among the world's central banks, CBN has deployed Information Technology (IT) infrastructure and enterprise applications to support its core business processes and enable delivery of its strategic objectives. The Bank intends to deploy an appropriate Network Admission Control (NAC) system which would provide the functionalities to both administer and monitor access to the Banks wired and wireless network.

2.CBN now invites sealed bids from bidders for the design, deployment, installation, testing and commissioning of a Network Access Control Solution, training, maintenance and Support should be part of the bid. This Request for Proposal (RFP) is being extended to a set of eligible and competent Vendors.

3.Proposals from single vendors or from multiple vendors working together as a team will both be considered. The ideal vendor(s) will have certified knowledge and verifiable capacity and experience in the software industry. Experience in the public or banking sector is preferred, but not mandatory.

p.Letter of consent to allow for verification of all the documents submitted including CAC, Tax, VAT Remittances, Pension, Industrial Training Fund and Company's financial standing with the Bank

4.0COLLECTION OF TENDER DOCUMENT
4.1 CATEGORY A LOTS
All interested bidders for CATEGORY A should collect bid documents from Procurement Department PTI Effurun between 10am - 3pm (Monday -Fridays) on the 28th July, 2016 on payment of a non-refundable fee of N25,000.00 for each lot into PTI TSA Internal Generated Revenue Account with CBN through any Commercial Bank and obtain receipt from PTI Accounts Department.

4.2 CATEGORY B LOT
Interested bidders for Category B should collect bid documents from Procurement Department, PTI Effurun, between 10am - 3pm (Monday - Friday) on 14th September 2016 on a payment of non-refundable fee of N30,000.00 for each lot into PTI TSA Internal Generated Revenue Account with CBN through any Commercial Bank and obtain receipt from PTI Accounts Department.

5.0SUBMISSION OF TENDER DOCUMENT
The title of the Project should be written at the top left-hand corner of the envelope and should bear the name of the tendering contractor in a wax sealed envelope.

Prospective bidders shall enclose the Technical Bid in a separate envelope and the Commercial Bid in another separate envelope; and the two separate envelopes shall be enclosed in one outer envelope clearly marked "INVITATION TO TENDER CATEGORY ... lot (LOT...) e.g. CATEGORY A (LOT A1). b)Evidence of registration in the Bureau of Public Procurement (BPP) database with Interim Registration Report Certificate
c)Current Tax Clearance Certificate for the last three years (2013, 2014 and 2015)
d)VAT Registration Certificate/Evidence of Remittance
e)Evidence of compliance with Pensions Reform Act 2014 (2015 Pencom Certificate)
f)Evidence of compliance with the Provisions of Industrial Training Fund (ITF) Act 2011 as amended (2015 ITF Certificate)
g)Evidence of compliance with NSITF (1%) employees Compensation Act (Valid NSITF Certificate)
h)Detailed Company Profile and Organizational Structure; including names and Curriculum Vitae of key staff as well as their addresses and individual attestation of availability (for specialized expertise and consultancy projects)
i)3-years Audited Accounts for the last three years (2013, 2014 and 2015)
j)A sworn affidavit that none of the Directors of the Company has been convicted in any Court of Law for any criminal offence
k)Evidence of Financial strength and credit worthiness supported with a letter of reference from a reputable Bank and bank statement for the last six (6) months;
l)For Joint Venture Company, Memorandum of Understanding (MOU) should be provided
m)Previous experience and verifiable list of similar jobs previously undertaken, including evidence of the projects such as letter of award, completion certificate etc;

The Agency is not bound to Request for Bids for any project that is not eventually approved in its budget. Conversely, any project not listed herewith but is included in the approved budget shall be treated appropriately.
