Part 5: The Transformation to SA Water (1980 to present)
During the 1980s and early 1990s, South Australia’s water authority underwent a significant structural and cultural transition. As the metropolitan wastewater network progressively caught up with population growth, and the demand for large-scale sewer construction declined. This reduced the need for permanent construction crews and encouraged a shift away from in-house delivery. Construction activities were increasingly outsourced, particularly for new subdivisions, while the organisation pivoted towards operations and maintenance activities.
Environmental performance emerged as a stronger driver of decision-making during this period. A key milestone was reached in 1993 when sludge previously discharged to the St Vincent Gulf at Christies Beach, Glenelg and Port Adelaide was diverted to Bolivar. This change reflected heightened environmental awareness and a clear commitment to end coastal sludge disposal.
Another significant change followed shortly after with the introduction of the South Australian Water Corporation Act 1994, which came into force on 1 July 1995. This legislation transformed the E&WS into SA Water, a government-owned corporation intended to operate as a business enterprise while providing water and wastewater services for the benefit of the people and economy. In practical terms, this marked the end of E&WS as a traditional government department and fundamentally altered how infrastructure was designed, delivered, operated and maintained.
Under the E&WS model, most functions were performed in-house. This approach nurtured strong internal technical capability and system knowledge. Under SA Water, delivery models increasingly relied on consultants, design-and-construct contracts, and later alliance arrangements. SA Water evolved into an Asset Owner, with service delivery subject to external regulation.
These changes had far-reaching consequences. Environmental compliance moved from internal oversight to external enforcement by the EPA. Financial accountability also increased as Assets were required to be formally valued, depreciated and renewed against defined levels of service. Underinvestment translated directly into operational risk, regulatory scrutiny, and customer price impacts. These pressures drove more structured asset management and eventual alignment with ISO 55001.
The Water Industry Act 2012 completed this evolution by establishing a comprehensive regulatory framework covering pricing, technical standards and customer protections. Together, these reforms delivered clearer accountability, stronger environmental oversight and improved financial discipline.
They also introduced trade-offs, including a gradual erosion of in-house engineering expertise, increased commercial pressures to accept new developments connecting to capacity-stressed infrastructure, and ongoing tension between short-term cost efficiency and long-term system resilience.
South Australia now faces a new challenge. Ageing infrastructure, climate variability, urban infill, greenfield expansions, population growth and rising customer expectations will play a key role in next phase. We need to balance cost efficiency with system resilience, and commercial pressures with long term stewardship. Understanding how the industry arrived at its current state is essential to navigating what comes next, and to ensure that the wastewater systems built over nearly 150 years continue to protect public health and the environment for future generations.

Sewerage vs Survival: How Sewerage Shaped Public Health in South Australia

Part 4: Post-War Era (1945 to 1980)

During World War II, sewerage construction works in South Australia were largely suspended as resources were redirected to support wartime projects, including munitions factories, aerodromes and military camps. This resulted in a significant backlog of essential civil infrastructure works. In the post war period, the return of servicemen, high levels of migration, and the post war baby boom combined to drive rapid population growth.
By the early 1950s, Adelaide’s sewerage system faced mounting challenges. The Islington Sewage Farm had reached and, at times, exceeded its practical capacity. Increasing discharges of partially treated sewage to waterways created public health risks, odour problems, and unacceptable environmental impacts.
At the same time, population growth in Adelaide’s northern and eastern suburbs continued, placing further strain on an already limited sewerage system. These pressures led the E&WS to pursue a strategic shift toward a new regional wastewater treatment facility, supported by large diameter metropolitan trunk sewers.
This era marked a fundamental transition in South Australia’s sewerage practice from local sewage farms to regional biological treatment, and from ad hoc works toward coordinated, long term infrastructure planning.
Planning for a new metropolitan wastewater treatment scheme commenced around 1960. This planning encompassed selection of a new treatment site at Bolivar, development of a metropolitan trunk sewer strategy for Adelaide, and the planned decommissioning and rehabilitation of the Islington Sewage Farm.
In 1966, the Bolivar Wastewater Treatment Plant was commissioned, and the Islington Sewage Farm was closed. The former Islington Sewer Channel was replaced by the Bolivar Trunk Main, a major gravity trunk sewer conveying flows from metropolitan Adelaide to Bolivar, with sections reaching a maximum diameter of 2.65 metres, along with the Salisbury Trunk Main from the north at a diameter of 1 metre.
Throughout the 1960s and 1970s, the sewerage program expanded beyond metropolitan Adelaide. New sewerage systems were established or significantly extended in regional centres including Port Lincoln, Mount Gambier, Whyalla, Murray Bridge, Port Pirie, Victor Harbor, and Port Augusta.
In parallel, the Christies Beach Wastewater Treatment Plant was commissioned in 1970 to serve Adelaide’s rapidly growing southern suburbs, providing additional treatment capacity.
Between 1945 and 1980, more than 4,500 kilometres of wastewater mains were constructed across South Australia. Collectively, these works delivered immediate public health, environmental, and operational benefits by relieving over loaded legacy systems, enabling modern treatment at a regional scale, and supporting long term urban and regional development.

Sewerage vs Survival: How Sewerage Shaped Public Health in South Australia

Part 3: Growth, Health and Expansion (1888–1935)

The impact of Adelaide’s early sewerage works was immediate and significant. Following the introduction of the metropolitan sewerage system, mortality from infectious diseases declined markedly between 1881 and 1885, reflecting major improvements in hygiene and public health. By 1888, Adelaide possessed one of the most advanced sewerage systems in the southern hemisphere, attracting international attention and influencing sewerage planning elsewhere in Australia.

Encouraged by this success, sewerage expanded steadily into surrounding suburbs. A sewerage scheme was introduced at Glenelg in 1909, discharging largely untreated wastewater into the Patawalonga River. Port Adelaide followed from 1916, with sewage discharged to the Port River. Construction in the Port Adelaide area was hampered by difficult ground conditions, and concerns were raised at the time regarding construction quality and the likelihood of ongoing failures. Nevertheless, by around 1920 a substantial proportion of Adelaide’s inner and middle suburbs had been connected to the sewerage system.

The 1920s marked a renewed period of sewerage expansion, with extensive new trunk mains and reticulation networks constructed. This growth placed increasing pressure on the Islington Sewage Farm, contributing to odour complaints and the progressive decline, and eventual cessation, of agricultural use at the site.

Institutional reform followed. The Public Works Standing Committee Act 1927 required major public infrastructure projects to be reviewed by a standing committee of Parliament prior to construction, introducing a more systematic and transparent approach to approving public expenditure. Further administrative restructuring occurred on 1 November 1929, when the Hydraulic Engineer’s Department merged with the Engineer‑in‑Chief’s Department to form the Engineering and Water Supply Department (E&WS). This period saw increased emphasis on engineering design standards, formalised plumbing regulation, and improved operational and maintenance practices.

Sewerage vs Survival: How Sewerage Shaped Public Health in South Australia

Part 2: Building the Backbone (1875–1888)

By the mid 1870s, Adelaide was experiencing a public health crisis caused by the discharge of wastewater into the River Torrens. At the time, river water was commonly used for drinking and domestic purposes, and rates of infectious disease, particularly typhoid, were high. Under mounting pressure, the Adelaide City Council invited British hydraulic engineer, William Clark, noted for his work on the Calcutta sewerage system, to advise on a modern solution in 1877.

In January 1878, Clark released his report, The Drainage of the City of Adelaide and Disposal of the Sewage, which set out a comprehensive plan for Adelaide’s sewerage system. He proposed a deep, water borne system that would convey sewage away from the city to a sewage farm, where it would be treated by land irrigation which was a widely accepted practice at the time.

Later in 1878, the South Australian Parliament passed the Adelaide Sewers Act 1878, providing the legal authority to design, construct, manage and fund the new sewerage system. However, the scheme soon stalled due to strong public objection. Residents generally supported sewerage in principle but were concerned about where sewage would be disposed of and who would bear the impacts. Petitions were sent to Parliament and media scrutiny intensified, as concerns were raised about odour, disease, falling property values and the loss of productive farmland.

To address these concerns, a Royal Commission was appointed in 1879 to determine the most suitable site for a sewage farm. Two locations were considered: the Reedbeds at Findon and the Tam O’Shanter Belt north of the city (now Regency Park). After hearing evidence on soil conditions, drainage, distance and nuisance potential, the Commission unanimously recommended the Tam O’Shanter Belt. Parliament subsequently passed the Adelaide Sewers and Waterworks Amendment Act 1879, allowing construction to proceed. While public objections did not disappear, they no longer delayed the project.

Construction commenced on the main outfall sewer to the Islington Sewage Farm, along with oviform (egg shaped) trunk sewers and an extensive reticulation network across Adelaide’s CBD and North Adelaide. The system was commissioned in 1881, making Adelaide the first Australian capital city with a sewerage system.

Uptake was initially slow due to sewer rates and a shortage of skilled plumbers, but expansion progressed steadily. In December 1881, the Hydraulic Engineers Department reportedly received its first application for a private connection, submitted by the Acting Hydraulic Engineer, Arthur Lungley, for a property in Molesworth Street, North Adelaide. That connection was completed in May 1882.

By 1883, more than 100 kilometres of sewer had been constructed and around 3,000 houses connected, with surrounding suburbs following later in the decade.

Sewerage vs Survival: How Sewerage Shaped Public Health in South Australia



Part 1: The Early Years

From the earliest settlements, hygiene has been inseparable from human survival. As long as communities remained small and scattered, human waste could be absorbed naturally by soil and waterways with minimal harm. But as small towns became cities, waste quickly overwhelmed local environments. Contaminated water, foul smells and infectious disease followed.

May marks History Month in South Australia. Over the coming weeks, we’ll explore South Australia’s Wastewater System. Often unseen and rarely talked about, drainage plays a key role in public health, urban growth and everyday life across the state.

History had already shown us what’s at stake. Ancient civilisations understood the importance of drainage. The Assyrian Empire constructed early sewers as far back as 900 BC, while the Roman Empire created complex sewerage systems such as the Cloaca Maxima in 600 BC. These systems enabled large cities to flourish. When the Roman Empire fell, so too did hygiene standards, and disease became widespread throughout the Middle Ages.

Adelaide would confront the same challenge in the 1850’s. As the colony shifted from a small settlement to an emerging city, traditional waste practices such as cesspits, open drains and soakage areas became hazardous. Wells and streams that once supplied clean water were increasingly polluted, and the natural capacity of the environment to “self‑purify” was exhausted.

Outbreaks of diseases such as typhoid and cholera made the connection impossible to ignore. It became clear that a safe water supply alone could not protect public health. Without proper sewerage, the health of the entire community was at risk.

In 1852, Colonial Architect H.B. Hayes recommended a unified water and sewerage authority. Two years later, the Mayor of Adelaide promoted the Adelaide Sewerage and Drainage Bill. Both efforts failed.

Despite repeated warnings, cost remained the dominant objection. A sewerage scheme proposed in 1858 was considered too expensive for a city of 20,000 people. Parliament hesitated to assume responsibility, leaving the City Council to lobby persistently for reform.

The consequences were deadly. After the passage of the colony’s first Public Health Act in 1873, the Central Board of Health reported typhoid death rates far above the colonial average. By the mid‑1870s, Adelaide’s mortality rate was among the worst in South Australia, forcing officials to confront reality.

By now, the link between sewerage and survival was undeniable.
