What to do when scaffold is within an unsafe distance of an overhead structure? Can any of you spot the issue? 📸
The scaffold is within close proximity to the overhead service line. The pole fuses appear to still be connected. No obvious protection has been installed to the scaffold. This builder is currently running the risk of an on-the-spot infringement notice, improvement notice and electrical safety protection notice. This is costly and dangerous.
Let's see what the law says regarding this scenario:
According to Section 68(1) of the Electrical Safety Regulation 2013, as a PCBU (Person Conducting a Business or Undertaking), it is your responsibility to ensure, to the extent reasonably practicable, that no person, plant, or thing at the workplace comes within an unsafe distance of an overhead or underground electric line. If maintaining a safe distance is not reasonably practicable, Section 68(2) states that the PCBU must:
a) Conduct a risk assessment for the proposed work, and
b) Implement control measures consistent with the risk assessment and any requirements specified by the electricity entity responsible for the electric line.
So what do builders need to do to avoid this issue? Here are some handy tips to prevent incidents:
1️⃣ Contact the overhead electric line entity (e.g., Energex) and seek electrical safety advice from an authorised person. They can guide you on the necessary precautions and requirements for your specific situation.
2️⃣ Organize to have an overhead electrical line authorized person pull the pole fuse, allowing for scaffold er****on and protection. Make sure to reinstate the fuse once the work is completed.
3️⃣ If you need to install sheeting or possum boxes, ensure that no conductive materials have gaps within an unsafe distance of the overhead electric line. If the safe distance is 3 meters, apply a rule of thumb to protect persons, plant, and things within that 3-meter zone.
4️⃣ Refer to Schedule 2 of the ES Regulations 2013 and consult either WorkSafe or the Electrical Safety Office to identify the appropriate exclusion zones for both uninsulated and insulated electric lines. These resources will help you determine the specific distances and precautions needed to maintain safety.
