🙅‍♀️ Public diplomacy and strategic communications are NOT the same – treat them as individual assets and a program’s outcomes will be strengthened.

They are two different functions, and should be treated as such. They must be clearly defined, separately resourced and aligned to purpose and audience.

📝 The development process plays a defining role in shaping how well a communications strategy is understood, used and sustained over time.

It’s not just about the final document: it’s about the conversations that shape it, the people who own it and the systems that enable it.

The influence of your development program’s donor agency extends well beyond funding.

When treated as a key audience, we position our donor counterparts to increase program visibility, understanding and longevity.

Communicating strategically with your donor will ultimately benefit your program – beyond just the money.

🙅‍♀️ Public diplomacy and strategic communications are NOT the same – programs must recognise the role of each for their success.

Both require skilled strategists and communicators. Both need clarity of purpose. And both are too important to be muddled together.

🇲🇭Last week, I was in the Republic of the Marshall Islands (RMI) with the Climate Change Directorate, working on am awareness and outreach strategy for the National Adaptation Plan (NAP) — known in RMI as Papjelmae.

The NAP is RMI’s survival plan for navigating the climate crisis — protecting communities and culture from the impacts of rising seas, extreme weather and other climate impacts.

During the visit, I worked with the NAP Awareness Team to help shape a strategy that brings together their extensive experience and work to date.

RMI is a global leader when it comes to climate change - punching far above its weight in advocacy, in developing a NAP, and in its climate action commitments. The CCD Awareness Team continues this leadership and is working with government, youth and other stakeholders to ensure they have the opportunity to contribute to climate action - as decided by them and for them.

Twenty years ago, EngagingDev Founder and Communications Strategist Lisa Ritchie submitted her master’s thesis on the value of well-thought-out communications plans for bilateral development programs.

Since then, communications in development programs have come a long way, but challenges persist.

Do the findings in Lisa’s thesis still apply to development program and communications in 2025?

⁉️ Did you know strategic communications is essential for a program’s success?

To support stronger outcomes of a program, strategic communications should be treated as part of the work – not as an ‘add-on’ or optional extra.
