Verification and certification are two different audit pathways.

Verification generally applies to lower-risk, lower-complexity supports and uses a desktop review of documentary evidence.

Certification applies to higher-risk or more complex supports. It includes a desktop stage followed by an onsite stage that looks at implementation in practice.

Your registration groups determine which pathway applies.

Policies matter. Evidence of use matters just as much.

Five areas worth getting in order early:

1. Incident management policy and incident register
2. Complaints management policy and complaints register
3. Risk management framework and active risk records
4. Privacy policy and completed consent records
5. Worker screening and training records

The MRSS Core Library groups the policies, forms and registers into one consistent system. Customisation and real use remain the provider's responsibility.

Be careful with the phrase "NDIS approved templates".

The Commission expects purchased policies and registration documents to accurately reflect your organisation, the supports you deliver and what you actually do.

A commercial template pack can give you a structured starting point. It cannot replace your involvement, implementation or evidence.

The cost gap in registration paperwork is real.

Published 2026 market ranges put consultant-prepared policy sets at around $2,000 to $8,000, depending on pathway and scope.

The MRSS NDIS Provider Core Library is $599 and includes 229 editable templates across 19 operational areas.

These are templates that you customise and implement yourself. They do not include audit fees, application management or a registration guarantee.

Deliver SIL? The registration rules changed on 1 July.

Existing unregistered providers already delivering SIL can continue during the transition if they submit a valid registration application before 1 October 2026.

New entrants must apply and be registered before they begin delivering SIL.

No document pack registers a provider. Registration is a Commission process, and the outcome depends on the provider's actual systems, evidence and practice.
