From DRC to CRC: what the shift in cost-approach terminology actually means

Scope clarity at tender stage isn’t about price control — it’s about outcome control

In valuation tenders, scope isn’t just a box to tick. It’s the difference between confidence and complications later. When scope is clear, everyone’s expectations line up, risk is better managed, and proposals can actually be compared on a genuine apples-with-apples basis 🍎🍎

So what does a good scope really need?
• Why is the valuation being done and under what basis?
• What’s in… and just as importantly, what’s out? (A complete asset register at tender stage makes a world of difference)
• How deep is the investigation — full inspection, limited, or desktop?
• Are updated condition insights needed by asset managers or engineers?
• What assumptions, limitations and data sources are being relied upon?
• How many facilities, sites or assets are actually proposed for inspection? (This one drives time, resourcing and efficiency)

The inspection quandary: sampling vs scale:
• Not every large portfolio might need 100% inspection.
• For many asset classes, representative sampling works well — when it’s done properly.

Targeting higher-value components and a spread of condition profiles allows reliable unit rates to be developed and transparently applied across the broader dataset.

Getting more value — before fees are locked in:
A structured scope proforma early on opens the door to smarter conversations:
• Is the asset register complete, or is a targeted stocktake needed?
• Would GPS tagging support future asset management?
• Could a rolling multi-year inspection program smooth costs?
• Where should the line sit between physical and desktop valuations?

The takeaway
Clear scope at tender stage avoids scope creep, surprise variations and awkward post-award conversations.

And it doesn’t need to be long — we often see 5–7 well-considered pages do the job beautifully when the intent and outcomes are clear.

Australis had a great time as silver sponsor at the Local Government Finance Professionals of Queensland Annual Conference, held at RACV Royal Pines on the Gold Coast. We caught up with familiar faces, as well as meeting and connecting with new people.

Every year for EOFY we have a celebration for Australis staff to thank them for their continued dedication and hard work. Over the last decade we have participated in food and wine tours, city hunt murder mysteries and top golf to name a few. This year we decided to take an altruistic route, and cook for Ozharvest, who supply food to the vulnerable and provide education about food waste. We found learning about this and their business model incredibly interesting. Whilst we were down a few this year due to illness, we had a fantastic time and there has been a genuine interest to do it every year. Our cook up was followed by an Escape a room competition and group dinner at Orzo’s Restaurant. A full and rewarding day! Thank you most of all to our staff who we appreciate so very much! Happy EOFY!! ❤️🩶💛
