Casual employees who have work that is “regular, certain, continuing, constant and predictable” may be eligible for leave and other entitlements afforded to permanent employees.

The headline is misleading. The commission indicated that a written warning would have been more appropriate in the first instance. It follows that if he engaged in similar conduct it would have been ok to dismiss him. Ultimately the dismissal was upheld as he lied during the investigation.
