You’ll support:

📊 Coordinating implementation of the EU Pac-REP program with national counterparts like the Department of Energy.

🔋 Renewable energy and rural electrification project delivery, feasibility assessments, and technical assistance.

🤝 Multi-stakeholder policy dialogue, stakeholder engagement, and outer island field visits.

📝 Technical reporting, quality assurance, and regional knowledge-sharing.

🎓 We’re looking for: Someone with a Bachelor’s degree in energy engineering, electrical, mechanical, renewable energy, environmental science, public policy, or economics, with 5–8 years of professional energy sector experience in SIDS contexts.

The Global Green Growth Institute - GGGI is co-executing the Palau Capacity Building Initiative for Transparency (CBIT) project with the Office of Climate Change, Government (OCC), with financial support from the Global Environment Facility (GEF) and the UN Environment Programme (UNEP) as the GEF Implementing Agency.

We are seeking a qualified technical expert to strengthen Palau’s national monitoring, tracking, and reporting on climate actions. Aligned with the Enhanced Transparency Framework (ETF) under the Paris Agreement and ongoing Biennial Transparency Report (BTR) preparations, this role will help build robust frameworks to track NDC implementation progress.

The Role: As the MRV Consultant, you will spearhead efforts to design and implement robust tracking tools by preparing a scoping paper on data requirements, reviewing and updating formal Data Sharing Agreements, developing standardized collection templates and QA/QC procedures, and facilitating gender-responsive capacity-building workshops for government stakeholders.

Requirements:

- A Master's degree in environmental science, environmental policy, climate change, statistics, data analytics, economics, or a related field.

- Minimum of 5 years of relevant professional experience in MRV systems or climate transparency.

- Demonstrated understanding of the ETF, National Communications, and BTR requirements.

- Proven ability to design and facilitate effective stakeholder consultations and inter-agency coordination.
