Carpentaria Land Council Aboriginal Corporation CLCAC represents the rights and interests of 9 language groups in the Lower Gulf of Carpentaria

Incorporated in 1984, CLCAC is the oldest native title organisation in Australia. The corporation represents the rights and interests of Traditional Owners in the lower Gulf of Carpentaria, with its membership drawn from the following nine Aboriginal language groups whose traditional lands and waters are located in the Gulf

On 30 June 1994, CLCAC was recognised as the native title representative body under the Native Title Act for the Gulf of Carpentaria Region. The area represented by CLCAC encompasses land and waters from the Northern Territory border to east of Normanton, and includes the Wellesley Islands. In 2007 the CLCAC established a Land and Sea Ranger Program as an extension of its role as a native title service body. The Land and Sea Program undertake management activities that enhance the protection and management of natural resources in the lower Gulf region for the long-term benefit of Traditional Owners and communities. In 2011 the CLCAC established a Business and Economic Development Program. The program is building on current initiatives, like the Land and Sea Management Program and successful native title determinations, driving new economic development opportunities that will contribute to improved social and community development outcomes. Today, CLCAC is the largest and most eminent corporate entity representing the rights and interests of Traditional Owners in the lower Gulf of Carpentaria. It is with great sadness that we share the news of the passing of Simone Arnol this week, after a long battle with cancer.

Simone was a valued employee of CLCAC for 14 years from 2006 to 2020 and was well known and loved for her beautiful nature and generous spirit by those who worked alongside her at all levels of CLCAC, including Directors and Members. Locally, Simone became well-known as a gifted indigenous artist and designer and left her employment with CLCAC to pursue her passion for her art on a permanent basis. Whilst we were sad to see Simone leave, we were happy she had found her calling through her art and went on to do something she was truly passionate about.

Our sincerest condolences and thoughts go out to Simone’s family, who have expressed that, while they are grateful for all the love and support that has been flowing their way, they ask for space and privacy while they grieve and heal.

Hold Simone in your memories and keep her light burning.

CLCAC hosts International Migratory Bird Workshop!

On the 1st of September, CLCAC proudly hosted our first International Migratory Bird Workshop, connecting Indigenous voices from across the East Asian–Australasian Flyway.

We were honoured to welcome guests from the Children of the Sky Collective both in person; Aunty Taans, from Aotearoa, and online; Angutekaraq Estelle Thomson, Native Village of Paimiut, Alaska.
The workshop created space to share the deep cultural significance of migratory birds that travel through each of our lands and waters, learn about current projects in the Gulf, Aotearoa, and Alaska, and explore opportunities for future collaboration.

Powerful messages were delivered by Aunty Taans, Estelle and our Chairperson, Tommy Wilson. Everyone felt the emotion and passion in the room and it was a privilege for those of us there to hear these messages.

A highlight was Aunty Taans’ gracious sharing of Māori songs and stories of the kuaka (bar-tailed godwit), which filled the room with knowledge, connection, and respect. The day closed with meaningful discussions on formalising relationships, partnerships, and potential Ranger exchanges between our communities.

Together, we are strengthening international connections to protect migratory birds, their habitats, and the cultures that care for them.
CLCAC is currently undertaking actions in "Saving Shorebirds in Our Country - A conservation plan for migratory shorebirds in the lower Gulf of Carpentaria" developed by Roger Jaensch, a leading ornithologist. A draft nomination for an East Asian-Australasian Flyway Partnership site in the Wellesley Islands has been completed and will be submitted soon and another nomination for a site on the Flinders River is planned.

These proposed sites will join existing sites in the lower Gulf of Carpentaria: Smithburne (Delta Downs), Leichhardt River to Gore Point (Wernadinga coast), and Nijinda Durlga (Tarrant).

The Northern Australia Indigenous Ranger Biosecurity Forum 2025 was a huge success! Hosted by CLCAC in partnership with the Australian Department of Agriculture, Fisheries and Forestry the event came alive in the small town of Moungibi (Burketown) between 2–4 September.

The turnout was fantastic, with 249 participants, including 156 rangers representing 45 Ranger groups from Queensland, Northern Territory, and Western Australia, alongside Government agencies and partners including NIAA, DETSI (QLD), Qld Threatened Plant Network, National Feral Pig Management Committee, Tangaroa Blue Foundation, Erub Arts, Elapid Environmental and GeoNadir.

Together, the rangers strengthened their biosecurity knowledge, swapped stories from the field, and built stronger collaborations across Northern Australia. Across three action-packed days, participants got hands-on with workshops and field activities covering everything from aquatic pests, identifying incursions of exotic diseases, drone mapping, wildlife ID using AI, snake handling, plant identification to ghost net art making. There were also presentations on various subjects including migratory shorebirds, CLCAC’s Junior Ranger Program and Indigenous led fire and disaster management.

The forum wrapped up on a high note with a stunning sunset kup murri on the salt flats, hosted by the Gangalidda & Garawa Rangers and unforgettable performances by the Mornington Island Dancers.

Stronger connections between Ranger groups, fresh skills, and plenty of new ideas were the key takeaways. Thanks to the Moungibi community, CLCAC, and DAFF for helping make this event one to remember! A special thanks to all Ranger groups who attended, we hope you had an amazing experience!

The second day of the Northern Australia Indigenous Ranger Biosecurity Forum was all about sharing knowledge, building skills, and strengthening connections.

Rangers from across the top end of Australia rolled up their sleeves and got involved in a series of hands-on workshops, covering everything from land and sea management practices to cultural heritage protection and the latest tech in environmental monitoring. 

It’s always powerful to see Traditional Owners Rangers working together, building capacity and leading the way in protecting our environment and culture for generations to come.

Yesterday, we welcomed over 250 rangers from across the top end of Australia, government representatives, presenters and guests for the Northern Australia Indigenous Ranger Biosecurity Forum 2025 in Moungibi (Burketown). This week, in partnership with  , CLCAC proudly welcomes rangers, Traditional Owners, scientists, and biosecurity experts from across the north to come together on Country.

This forum is a vital opportunity to share knowledge, strengthen partnerships, and showcase the leadership of Indigenous Rangers in protecting our land, sea, and communities from biosecurity threats across Australia.
