Motels and Crisis Accommodation — What the Latest Research Really Shows

“Motels across Australia are increasingly being used for crisis accommodation — but at what cost to families and operators? A new University of Queensland paper sheds light on what’s really happening behind those bookings.”

This post isn’t for everyone. It’s for those of us in the motel industry who’ve taken on crisis accommodation — or have been asked to and wondered how others manage it. A new working paper from the Life Course Centre at the University of Queensland, Motels as Crisis Accommodation for Families (Kuskoff, Parsell & Walsh 2025), takes a close look at what’s really happening inside this part of our industry. And it’s confronting reading.

Governments around the country are increasingly using motels to house families who are homeless or escaping domestic violence. It’s quick, available, and, in many regional areas, the only practical option left. Motels are now filling a gap that public housing once occupied — not because they’re the perfect fit, but because there’s nowhere else to go.

The researchers found that while motels can offer more privacy and dignity than crowded shelters, the setup is far from ideal. Rooms are often damp, old, or overcrowded. Families arrive with limited money, few belongings, and no sense of how long they’ll stay. Cooking facilities are scarce, laundry access is inconsistent, and for parents with children, even preparing a meal can become an expensive exercise in takeaway food.

Safety is another issue. Families report theft, drug use, and occasional violence in some properties. For those fleeing domestic violence, it’s a particularly cruel twist — escaping one danger only to find another outside their door. Most moteliers aren’t trained social workers, and few have the resources to manage the complex needs that sometimes walk through their reception doors.

Children are perhaps the biggest concern. Many stay for weeks or months in rooms meant for nights, not lives. The paper points out that this “temporary” arrangement can actually deepen disadvantage: interrupted schooling, anxiety, poor sleep, and isolation become part of their daily reality. For some families, there’s nowhere to move on to.

The researchers also recognised something motel operators already know: we’re being asked to play a role in a social service system that was never designed for us. Staff encounter guests carrying trauma, and sometimes that trauma spills into behaviour that’s hard to manage. The balance between compassion and business viability is a constant negotiation.

Support workers in the study spoke of frustration and burnout. They’re trying to help, but the system is jammed. Long social-housing waitlists mean motels end up functioning as long-term crisis housing — a contradiction in terms. One worker described it bluntly: “We’re trying to fix long-term problems with short-term rooms.”

The takeaway from the paper is clear. Motels are providing an essential lifeline, but they’re doing it in a policy vacuum. Without a major increase in social and affordable housing, families will continue to rely on a system that was never built for them — and moteliers will keep shouldering the consequences.

Industry insight:
Not all motels participate in crisis accommodation programs, and there are sound reasons for that. The implications for staff safety, property management, and guest welfare can be complex and, at times, unpredictable. For some operators, the decision not to take crisis placements reflects the practical realities of running a small business, not a lack of compassion.

For those motels that do work with agencies, it’s vital to have firm agreements in place upfront — clearly outlining payment terms, guest responsibilities, and support contacts for after-hours incidents. Having these expectations formalised protects both the business and the guests, and ensures that the role of the motel is understood from the outset.

This working paper provides valuable context for both groups — those who currently assist with crisis accommodation and those who do not — by highlighting the challenges, responsibilities, and broader social gaps that underpin the system.
