2022 Regional Victoria Flood Support

Just under 3 years ago we started our recovery support for Gippsland communities after the devastating bushfires in 2019/2020.

Then came the COVID-19 pandemic throughout which we were able to provide reactive response care support for frontline workers and government employees who were directly involved with statewide COVID response.

And now 2022 we are again returning to regional Victoria to begin flood response crisis support care for those communities who have been, and continue to still be, affected by the overwhelming volumes of water that encroached from the Loddon River.

Today, 8 weeks after the very first alert went out to communities, the water level has dropped.

Yet, as the photos show there is still an alarming amount of water still yet to recede. The watermarks stain the tree where the water was only two weeks ago rising to just 100mls under the 2011 levels.

Kerang, a resilient farming community that has already experienced devastating flooding in 2011. A united community front is seeing friends who have lost their homes becoming extended families living under one roof. And livestock being rescued and taken in by the High School to be cared for by the students studying agriculture.

People are responding to this in their own way and helping others where they can.

Riverine flooding is an insidious and long lasting event from first warning to water rising , to water falling, to cleanup, to rebuild.

Long after the water levels return to normal and sandbags have been removed wellbeing support is needed.

Research tells us that support after a traumatic even should be provided at the 3month, 6month and 12month mark - at minimum.

What usually happens is when the imminent threat passes the support fades. You can help by buying products made in Kerang, Echuca or Loddon Shire.

The landscape of workplace mental health is changing.

Safe Work Australia is the national body responsible for the development of model work health and safety (WHS) laws. These model laws are comprised of the model WHS Act, model WHS Regulations and model Codes of Practice (Safe Work Australia, n.d.). WHS model laws are designed to provide a harmonized approach across states and territories. However, Australia’s system of government means these laws do not apply unless they are implemented by a jurisdiction. To date, all states and territories except Victoria have implemented the model laws or a version of them.

Safe Work Australia published significant amendments to the model WHS in April 2022 that to clarifed employers’ obligations regarding psychological health and safety (workplace mental health). These changes were followed by the release of a model Code of Practice providing guidance on managing psychosocial hazards at work in July 2022.

The amendments strengthen the existing regulatory framework by making it clear that organizations are responsible for fostering mentally healthy workplaces.

Furthermore, businesses now have the responsibility to prevent psychosocial risks and not just respond to them as they arise.

Mental Health is not a destination. It is not even a state of being…..It is an activity.

If our minds are gardens - organic plots that sprout thoughts like plants and attitudes or beliefs like ecosystems, then : mental health would be the activity of gardening

If we are dedicated to learning about what species of thoughts grow in our minds, what takes naturally to our soil, and to curating what perspectives we want to take root, we will feel much more comfortable and at home in our gardens. We will enjoy spending more time in this garden and invest more of our attention to it.

Gardening is an age old activity where you learn from others – you read, you watch, you ask, you talk, you share. “Good” gardeners are people who have practiced for many years and seen their share of failures, understand that they cannot control everything – the weather will not listen to their landscaping plans. They accept and adjust how they react to it and cultivate the tools that can help.

Even “good” gardeners can still experience poor seasons where for mysterious reasons roots wouldn’t take so they will investigate, always ready to learn from mistakes and try again.

This Gardening analogy implies that mental health is not the “normal” or “natural” state of being, or that we are polluted or poisoned by mental illness.

Instead, it implies that when we let our minds grow thick and overgrown by not tending to it, we will simply have a harder time navigating the unfamiliar tangle of vines and feel more anxious about what mysterious creepy-crawlies are living in the underbrush.

Tend to your garden daily
1) Beware of “weeds” such as mindless internet surfing and other forms of procrastination; self-doubt; perfectionism; and so on.
2) “Prune” away tasks and projects that are not as important to you.
3) Check your “soil” nourishment, rest and play to balance your energy and emotional

The creation of systems that manage high cognitive loaded tasks through time and resourcing will dramatically reduce the likelihood of workers experiencing stress and overwhelm.

When tasks require individuals to engage in prolonged complex thinking, decision making or difficult task cognitive overload occurs. Cognitive psychology suggests that even the most intelligent people can only process a limited amount of information at a given time.

When an individual is bombarded with competing cognitive signals, they struggle to filter relevant information. They may end up failing at a task or taking unnecessary actions on account of the cognitive loads clouding their judgment and abilities.

Where possible:

✅ Rotate tasks and schedules so that workers are not always assigned jobs that require an extreme focus of their attention
✅ Give workers some control over the way they do their work including work pace and order of tasks.
✅ Allow sufficient time for breaks
✅ Provide sufficient information to enable workers to perform tasks competently, including adequate support and resources for decision-making
✅ Provide additional practical assistance when workers are doing challenging tasks
✅ Allow workers sufficient time to perform the tasks assigned and provide suitable equipment which is appropriately maintained
✅ Evaluate and review workers’ competency and capability and provide additional training where needed
✅ Have systems in place to support workers when they are required to make difficult decisions or when there are negative consequences to decisions they have made (eg child safety workers)

Regular and clear communication from leadership regarding both manageable and sustainable working hours are essential for thriving workplaces.

Poor work-life balance can lead to exhaustion and fatigue, not be able to fully focus or participate in family activities and a breakdown business relationships.

When there are demanding hours of work, including overtime and shift work:

✔️Ensure sufficient cover for workers who are on annual or sick leave. If overtime is necessary, plan ahead so that workers can schedule their activities around it.

✔️Where possible, develop a system to notify workers of unplanned tight deadlines and any exceptional need to work long hours.

✔️ Ensure adequate work breaks and, where practicable, allow some flexibility in the timing of breaks

✔️Strive to make working hours regular and predictable
avoid encouraging workers to regularly work long hours, take work home or work through breaks.

✔️Ensure workers have adequate time management skills and provide training where needed.

✔️Promote a work-life balance and encourage workers to take annual leave or holidays when they are due.

✔️Where possible, ensure shift rosters are agreed to by workers and provide communication and consultation when designing or changing rosters.

✔️Educate workers about the early warning signs of stress and fatigue.

✔️Encourage them to report their tiredness and if practicable take breaks when they need to

✔️Ensure the roster provides for a continuous seven to eight hours sleep in each 24 hours, and at least 50 hours sleep for every seven days.

✔️Limit overtime and do not allow workers to regularly exceed a 12 hour shift
minimise safety critical tasks during the early hours of the morning (3am to 5am)

✔️Have a policy on second jobs – ensure that the worker understands the need to get sufficient sleep.
