Water Resources is today pleased to be appointed as a Pre-Qualified Supplier with Local Buy for Engineering & Environmental Consultancy Services (BUS262-0317).

Each year Queensland Local Government entities spend approximately $12 billion on operating and capital expenditure and manage over $108 billion in total assets. Owned by the Local Government Association of Queensland (LGAQ), Local Buy has established more than 40 prequalified supplier arrangements for Councils since 2012. This effectively means that Councils can access a range of goods and services through a quotation, rather than tender process, saving time and money. These arrangements also provide suppliers an opportunity to partner and engage with Local Government entities through one centralised source.

The purpose of this LGA Arrangement is to provide the Local Governments of Queensland and the Northern Territory, and other approved Purchasers, with a Register of Prequalified Suppliers (RPQS) for the supply of a diverse range of Engineering and Environmental Consultancy Services to assist them in managing their individual requirements.

Water Resources is pleased to announce that its Principal, Russell Paton has, after completing OGC-accredited training, been registered in a number of States as a Gateway Review Team Member.

Depending on the capital costs or risk associated with a project, a project’s progress and quality may be assessed via a series of gateway reviews by independent reviewers. These reviews help ensure that the project (and associated investment) meets strategic objectives and achieves value for money.

In 2001, the United Kingdom’s Office of Government Commerce (OGC) developed and implemented the OGC Gateway™ Process (Gateway) for application across major government programs and projects. State Governments including Queensland has adopted the use of Gateway for major infrastructure programs and projects.

Gateway reviews employ a small team of independent experts to examine major programs or projects at key decision points. They help identify opportunities to improve the delivery of programs and projects and to ensure the best possible outcome.
Further information about the Queensland Treasury project assessment framework and Gateway Reviews can be found here.

Water Resources is today pleased to be accepted onto the Queensland Governments Engineering Consultant Scheme.

The Engineering Consultant Scheme (ECS) is a Transport and Main Roads (TMR) managed whole-of-Government company-based supply arrangement available to all Queensland Government agencies and authorities. The ECS was developed as a procurement strategy by the former Procurement Transformation Division in HPW, designed to achieve benefits of dollar savings through managing the cost of engineering consultant commissions, streamlining of procurement processes, and reducing duplication through removing multiple supply arrangements.

The ECS consolidated a number of multiple agency arrangements into one and focused on commonly used, high demand disciplines, and enables buyers to purchase professional engineering services at a predetermined price for a certain period on an ‘as and when’ required basis.

The scheme is available to Queensland Government budget-sector agencies and bodies, other eligible customers including government-owned corporations, non-government corporations, federal, state and local governments.
