$380 million.

That's the value of the major contract just awarded by CS Energy to Monadelphous for construction of the Brigalow Peaking Power Plant near Chinchilla.

While the headline is about energy infrastructure, the real story for industry is the scale of opportunity that follows.

The 400 MW project is expected to include major civil works, mechanical installation, piping, structural steel, electrical services, equipment mobilisation and ongoing construction support.

For contractors, suppliers and service providers across Queensland, this is another sign that large-scale infrastructure investment remains active despite broader economic uncertainty.

The project will utilise 12 GE Vernova LM2500XPRESS gas turbines and is expected to play a key role in supporting electricity reliability as Queensland's energy system continues evolving.

Key project facts:

✔ $380 million contract awarded

✔ CS Energy project near Chinchilla

✔ Monadelphous appointed for Balance of Plant works

✔ 400 MW generation capacity

✔ Construction expected to ramp up from 2026

✔ Operational target currently set for 2029

Could projects like Brigalow become one of Queensland's biggest construction and industrial opportunities over the next few years?

Is one of the Bowen Basin's newest major mines about to change hands?

Recent reports surrounding Olive Downs Mine have triggered significant discussion across Queensland's mining sector after references to funding, restructuring and ownership options emerged in industry reporting.

The phrase attracting the most attention?

**"Safe harbour."**

But here's the interesting part.

Many people hear "safe harbour" and assume a mine is in trouble.

In reality, it can simply mean investors and directors are exploring options such as:

• Refinancing
• New investment partners
• Ownership restructuring
• Asset transactions
• Capital raising initiatives

Olive Downs only entered production recently and remains one of the most significant new metallurgical coal developments in the Bowen Basin.

So the question isn't whether the mine stops operating.

The question industry is asking is:

**Who could ultimately own one of Queensland's most strategic new mining assets?**

For contractors, suppliers, engineering firms and service providers across Moranbah, Dysart and Mackay, future ownership decisions could influence procurement, investment and project activity for years to come.

The full story explains what "safe harbour" actually means and why the market is watching Olive Downs so closely.

The Bowen Basin doesn't have a project shortage. It has a people shortage.

With mining expansions, infrastructure upgrades, energy projects and critical minerals developments all progressing at the same time, competition for skilled workers is becoming one of the biggest challenges facing regional Queensland.

The latest workforce data shows the Bowen Basin's non-resident workforce has climbed to almost 25,000 workers — the highest level seen since the resources boom more than a decade ago.

What's different this time?

Mining is no longer competing only with mining.

Many of the same workers are now being targeted by:

• Renewable energy projects
• Transmission infrastructure developments
• Major transport projects
• Industrial construction programs
• Manufacturing facilities
• Defence infrastructure investments

Across Central Queensland, demand remains strong for:

✔ Boilermakers
✔ Electricians
✔ Fitters
✔ Diesel mechanics
✔ Engineers
✔ Surveyors
✔ Project managers
✔ Construction supervisors

For project owners and contractors, workforce planning is becoming just as important as approvals, budgets and equipment availability.

The companies that solve the labour challenge may ultimately be the ones that deliver projects on time and on budget.

Can Moranbah accommodate the Bowen Basin's next wave of growth?

New Queensland Government data shows the Bowen Basin's non-resident workforce has climbed to almost 25,000 workers — approaching levels not seen since the peak of the last resources boom.

At the same time, major developments are progressing across the region, including:

• Saraji East

• Caval Ridge Expansion

• Hail Creek Expansion

• Gas infrastructure projects

• Renewable energy developments

• Transport and industrial infrastructure upgrades

The challenge isn't finding projects.

The challenge may be finding enough accommodation, workforce capacity and supporting infrastructure to deliver them.

For contractors, engineering firms, mining operators, camp providers and regional businesses, accommodation is no longer just a property issue — it's becoming a project delivery issue.

Workforce accommodation directly impacts:

✔ Labour attraction and retention

✔ Project mobilisation

✔ Construction schedules

✔ Operating costs

✔ Long-term regional growth

As investment continues flowing into the Bowen Basin, workforce capacity could become one of the defining factors shaping the region's future.

⛏️ One of the Bowen Basin's biggest potential future mining projects remains alive.

BHP Mitsubishi Alliance (BMA) continues preserving the proposed Saraji East Project near Dysart, keeping the option open for a major new metallurgical coal development in Central Queensland.

While no final investment decision has been made, Saraji East remains a closely watched project due to its potential to support future jobs, contractor opportunities and regional economic activity across the Bowen Basin.

The project could create opportunities for:

🔹 Mining Services
🔹 Civil Construction
🔹 Engineering & Fabrication
🔹 Heavy Haulage
🔹 Equipment Hire
🔹 Mechanical & Electrical Services
🔹 Regional Suppliers & Contractors

The timing of any future development will likely depend on market conditions, project economics and ongoing discussions around Queensland's coal royalty framework.
