Minister Burke’s National Press Club announcement has been widely framed as a crackdown on migration. For employers, I think the more important story is how the Government is trying to balance lower Net Overseas Migration with Australia’s ongoing skills shortages, housing pressure, regional labour needs and an ageing workforce.

The package tightens parts of the Student, Visitor and Working Holiday Maker programs, but at the same time introduces new skilled visa processing priorities under MD121 and MD122, with Priority 1 treatment for sectors including Healthcare, Construction, Defence, Resources and Agriculture.

Australia’s temporary visa population represents a significant part of the potential workforce — but the headline number does not tell the whole story.

As at 30 June 2026, there were approximately 2.81 million temporary visa holders in Australia. Of these, around 2.08 million were in visa categories that generally carry full or partial work rights.

For employers, the important point is not simply how many temporary visa holders are in Australia. It is understanding:
• which visa holders have permission to work
• what restrictions may apply to their employment
• whether their skills align with genuine workforce shortages
• when employer sponsorship may provide a longer-term pathway
• the importance of checking individual visa conditions through VEVO

Temporary skilled workers, graduates, students, Working Holiday Makers and New Zealand citizens can all form part of Australia’s labour market — but their work rights and long-term options differ considerably.

For employers facing persistent skills shortages, understanding the available talent pool and the relevant migration pathways can be an important part of workforce planning.
