What does "competent person" actually mean under AS1851?

It's one of the most misunderstood terms in the standard and it matters.

Under AS1851, fire safety measures must be inspected and tested by a "competent person". But competency isn't just about holding a licence. It means having the specific skills, knowledge and experience to carry out that service on the specific system.

In practice, this means:

Not all fire contractors are equal.

A technician with skills and knowledge on one system may not be competent for another.

Building owners are responsible for ensuring the people they engage actually meet the standard’s requirements.

What Would You Do?

You arrive at a routine inspection and discover the previous contractor's documentation is missing, three years' worth.

The AFSS is due in 60 days.

No service records. No evidence of long-interval work. No way to verify what's actually been completed on the system. Will the hydrant system take boost pressure? Where are the dampers installed? What is the fire rating of that compartment so you can assess fire seal performance?

What do you do first?

We've been in this position. It's not fun but it's more common than it should be.

We recently got the whole 2020 Fire crew together - good food, good people and a reminder of what we're all here for.

We started off with an incredible lunch from Smokehouse BBQ, then took some time to talk about what really drives us as a business: We Care. Quality Matters. We Live Safety. Not just words, the foundation of how we show up for our clients and each other, every day.

We finished the afternoon with a fairly competitive darts match and a few laughs too.

Fire warning speaker installation: A trio of towers, the tallest reaching 60 storeys...

Most people don't think about what happens behind the walls of a high-rise until something goes wrong. Our team does.

These speakers are part of the building's Emergency Warning and Intercommunication System (EWIS), designed to cut through ambient noise and wake sleeping residents in a fire emergency. Getting the placement, coverage and output levels right isn't a tick-box exercise. Our team handles the full installation to AS1670.4 requirements, integrated with the building's existing fire detection and control panel.

Another new site, another community to look after. This time in Botany.

We've picked up another routine maintenance contract, this time for a residential and commercial property in Botany. Our team will be delivering both Fire and HVAC maintenance across the site, keeping residents safe and businesses running.

Every site we take on is a commitment to look after the people and properties in our care and that's something we don't take lightly.

Building owners & fire contractors - be concerned: The Regulatory body for Accredited Practitioners (Fire Safety) is considering enforcing an audit that Practitioner’s themselves must hold all data from the AFSS Audit for 10 years irrespective of who they are employed by.

What this really means is that your confidential building information - including personal data may be held by individuals on uncontrolled networks, available to other contractors not covered by your contractual arrangements and open to greater chance of data breaches.

Not a risk we’d be willing to take with our own building data and certainly not that of our customers in data centres, hospitals, jails and more………..

We fully support that Practitioners have availability to this data for 10 years, but not by keeping it on uncontrolled networks outside the data safety systems reputable companies run is an insane risk in this cyber-risk world.

Fire Australia 2026 is coming to Melbourne - here's what we're watching.

Fire Australia 2026 returns to Melbourne from 5-7 May and it's shaping up to be one of the most significant industry events in years.

The program this year puts a sharp focus on compliance, lifecycle accountability and real-world system performance, themes that sit right at the heart of what's changed in NSW and what's coming for the rest of the country.

Sessions we're particularly interested in:
