Why do leaders keep underestimating how hard war will be?

History suggest a consistent pattern: leaders contemplating conflict tend to vastly overestimate their capacity to win quickly — and underestimate the strength of their opponents.

Daniel Kahneman called this the planning fallacy. When we plan anything, we naturally focus on the best-case scenario. We discount the obstacles ahead and overestimate our own effectiveness.
