Better then Sam Kekovich ... it not only make sense ... it makes cents ... actually trillions of them. Gov's everywhere can learn from this high school grade economic analysis. Work out your costs & benefits compared to business as usual. If you spend less ... you win! Admittedly I would say $2.5b benefit over 10 years is a small margin for success but having no plan to change would be even more costly.

Been thinking about last mile commuting solutions and have been long interested in this scooter below for its light weight (6kg), lugablity (foldable) & range (20-30km 4h charge). Curious about the claim of 20 deg incline (which I assume is at the slowest speed 6km/h or a fast walk) of these Hub motors, I found there is a whole ecosystem in India and China of various kits for hybrid bicycles, scooters & skateboards.
