Update on JobKeeper
No change until October
The first point I need to make is nothing is changing until October. JobKeeper V1 remains the same. No need to retest for eligibility, no change in amounts paid out, once eligible based on a decline in turnover of more than 30% you remain eligible for each month an eligible employee remains with you until the end of September.
Current information conceptual, not legislation.
The second point is that the current information is conceptual only. That is, what I will describe is based on consultation that has been occurring between Treasury, the ATO and a number of industry representatives. My understanding comes from the CEO of the Insitute of Certified Bookkeepers (ICB) Matthew Addison who has been involved in these talks. The relevant legislation has not been drafted yet, let alone passed through parliament. There may be some significant changes along the way.
Decline will be based on BAS quarters, must be ongoing.
At this stage the business/NFP will need to have an ongoing decline of 30%/15% in both the June and September quarter turnover reported on the BASes to remain eligible for the JobKeeper reimbursement payments.
The same process will occur after the December quarter turnover is known. (It was this point in the webinar I had a meltdown and a bit of a cry as I have heard other bookkeepers did. ICB is trying to work out a way that we can have a wee bit of a break over summer.)
JobKeeper payments become two tiered
The full time rate will be $1200 per fortnight for people who worked an average of at least 20 hours a week over the 4 weeks in February 2020 and the part time rate for people who worked less than an average 20 hours $750 per fortnight until the end of December after which it drops to $1,000 and $650 respectively.
For Eligible Business Participants and employees like owners who do not have hours recorded, the ATO has flagged they will be looking at your other earnings. So if you received a fulltime wage outside your business they don't believe you could also work 20 hours in your business.
TLDR - no change until October, must meet ongoing decline criteria in every quarter to maintain eligibility, amounts going down.
