Keylan is excited to announce that the First Building in the Bradfield City Centre was given State Significant Development (SSD) Application approval by the NSW Department of Planning and Environment on 16 September. Keylan are the lead planners on the project and prepared the SSD application for our client Western Parkland City Authority (WPCA).

The approval allows for the construction and operation of a pilot of the advanced manufacturing research, development and training facility (AMRF) located within the Aerotropolis Core Precinct of the Western Sydney Aerotropolis. The AMRF will support the development of an advanced manufacturing sector within the emerging Western Sydney Aerotropolis. The First Building defines the ambition and vision of the Bradfield City Centre and is the start of a new industry-led ecosystem to connect and attract local and global industry partners, and to nurture and grow a work-force skilled for the future.

The First Building will deliver 150 construction jobs and 60 new operational jobs and completion is expected by the end of 2023. Once operational, a manufacturing research hall surrounded by glass will allow visitors to see all the action and watch as prototypes and new technologies are tested.

Keylan is extremely proud to have worked closely with , and .com.au over the past 7 years on the Melrose Park North Planning Proposal which was approved by the Department of Planning and Environment last month.  
 
This important urban renewal project for Western Sydney will transform the 28 hectare site into a vibrant new mixed use village with residential and commercial land uses. The approval allows for 5,000 residential units, 5 hectares of green open space, a new school and town centre. 
 
The site is located 6km from the Parramatta CBD and will be serviced by the new light rail and bridge that will connect Wentworth Point to Melrose Park over the Parramatta River.
 
The proposal will provide high-quality urban renewal including quality residential housing, incorporating a range of housing types, including affordable housing. The approval will increase the housing supply and employment generation in a central location, supporting Western Sydney.

Keylan is pleased to announce that the Lane Cove Local Planning Panel has approved the development application for a seniors housing and mixed use development at 178-180 & 188-192 Pacific Highway, Greenwich. The approved development is for an 8 storey building containing 37 independent seniors housing units with commercial uses at ground level. Key design features include two outdoor terraces, a yoga room, a GP/Health room and best practice sustainability initiatives. The development is of high quality design and will provide much needed seniors housing in close proximity to major health facilities, transport and retail services.

Keylan is proud to have worked with Fresh Hope Care on a Planning Proposal for their 7.3 ha site on the corner of Dunmore Street and Pendle Way, Pendle Hill. The Planning Proposal, which rezones the site to R4 High Density Residential and RE2 Private Recreation and increases the applicable height and FSR controls, was finalised by and gazetted last Friday.

Fresh Hope has operated housing and community services on the site for over 80 years and the Planning Proposal will enable Fresh Hope to enhance these operations through increased seniors housing, affordable key worker housing, community facilities and allied health services. The proposal also includes the refurbishment and adaptive reuse of local heritage buildings, Dunmore House and Ashwood House, as well as the integration of over 51,000m2 of open space.

Keylan led the preparation of the Planning Proposal and site-specific DCP and played a key role in securing a Voluntary Planning Agreement with Council. We are proud to have worked as Fresh Hope Care’s planning consultants to secure these major outcomes which will deliver substantial public benefits to the Cumberland LGA.

The Department of Planning, Industry and Environment has recently approved the $186,000,000 State Significant Development Application for the Elevation at Greystanes Estate. Located within the Western Sydney Employment Area, the warehouse and logistics estate will comprise seven warehouses with a combined GFA over 86,000m2. The Estate will provide significant economic benefits and is anticipated to generate over 770 construction jobs and 780 operational jobs.

As ISPT’s planning consultant for the project, Keylan prepared the Environmental Impact Statement and undertook an assessment of complex site-specific issues including the site’s proximity to the Prospect Hill Aboriginal Heritage site, the development’s interface with residential communities at Pemulwuy and its position spanning both the Cumberland and Blacktown local government areas.

The Department of Planning Industry and Environment has recently approved the $56,000,000 Orica Southlands Warehouse Estate. The State Significant Development at Banksmeadow comprises 19,780m2 of warehouse space and is expected to generate 85 construction jobs and over 200 operational jobs.

As the project’s planning consultant, Keylan prepared the SEARs, Environmental Impact Statement and Response to Submissions and undertook an assessment of a wide range of issues relating to traffic, hazards and risk, flooding and contamination.

The approved project is consistent with the provisions of the Three Ports SEPP which seek to provide a range of warehouse and industrial uses in the vicinity of Port Botany and will help strengthen the logistical capabilities of the Port.

It’s been a busy start to 2021 with Keylan having secured a number of approvals in recent weeks! The approvals cover a wide and diverse range of development including:

✅ creative advertising murals in the Sydney CBD;
✅ adaptive reuse of the heritage-listed Blayney Station in regional NSW;
✅ extended operating hours for the popular CBD restaurant, Babylon Rooftop;
✅ signage for the State-significant North Shore Health Hub; and
✅ modifications to a State significant approval for a major industrial estate in the Western Sydney Employment Area

It has been a pleasure to secure these approvals for our clients. We have also recently lodged a number of major applications and look forward to many more approvals as 2021 progresses!
