As the year draws to a close, we want to take a moment to sincerely thank our clients, project partners, consultants, contractors and supporters for their trust, collaboration and commitment throughout the year.

It has been a significant year for SPC, marked by growth, momentum and the continued strengthening of our presence across Queensland.

Some key highlights include:
• The completion of the Mercy Community Haven Residential Aged Care Facility – a project we are immensely proud to have been involved in, delivering meaningful community outcomes.
• The commencement of construction on the University of Southern Queensland Ipswich Health Building, a major milestone on an important health and education project.
• Our engagement by University of Queensland to deliver the South East Queensland Innovation Hub Project, reinforcing our capability in complex, future-focused developments.
• The expansion of our North Queensland footprint, with Reagan Paine joining the business and leading the growth of our Townsville and Mackay offices with energy, focus and strong local leadership.
• Welcoming new team members who have strengthened our capability across the business, while also farewelling valued colleagues and thanking them for their contribution to SPC’s journey.

None of this is achieved in isolation. The quality outcomes delivered this year are a direct result of strong partnerships, shared values and a collective commitment to doing things properly.

Our office will close for the Christmas and New Year period from Thursday 19 December, reopening on Monday 5 January.

Business Case & Project Validation in Queensland’s Health Infrastructure

Queensland’s capital program has shifted gears. Following the independent review of the Capacity Expansion Program, Health Infrastructure Queensland (HIQ) is steering a more centrally coordinated, criteria-led pipeline under the Hospital Rescue Plan — adding more than 2,600 beds across the state and strengthening assurance from strategy through to delivery.

At SPC, we sit comfortably in this environment. We help Hospital and Health Services (HHSs) shape investment logic, test options early, and move proposals through government approval gates — from Gate 0 (strategic assessment) through to delivery reviews — using Queensland Treasury’s Project Assessment Framework and Gateway Review Process as the spine. Our artefacts align with the Business Case Development Framework (BCDF) and Queensland Health’s Capital Infrastructure Requirements (CIR), ensuring each project is robust, comparable and defensible.

Recent work in Mackay illustrates our approach. The Mackay Base Hospital expansion will deliver 128 additional beds alongside women’s and children’s services — scoped and assured within the state’s broader program settings. We’ve also supported the Sarina Transitional Care solution, which frees acute capacity by shifting long-stay patients into a fit-for-purpose setting.

Our track record extends across major expansions such as The Prince Charles Hospital, where the program adds at least 93 beds and critical acute capacity — the kind of clinically-led, infrastructure-enabled uplift that the state is prioritising.

Ground Broken on the Northern Beaches Community Hub – Stage 1B

We’re proud to announce that construction is officially under way on Stage 1B of the Northern Beaches Community Hub, with a sod turning ceremony marking this exciting milestone on Friday, 25 July.

SPC is honoured to be engaged as Project Manager for this transformative community project, working alongside Mackay Regional Council, Woollam Constructions, and the Australian Government to deliver high-quality, future-focused infrastructure for the Northern Beaches community.

Stage 1B – Valued at $21M – will deliver:

- A modern library serving more than 5,600 members.
- Flexible community rooms for workshops, rehearsals, and meetings.
- A vibrant town square with event space and seating for outdoor cinema nights and festivals.
- A café space and undercover car park.
- A Changing Places facility to support accessibility for people with disabilities.

With completion expected in December 2026, we look forward to sharing updates as this iconic community hub takes shape.

Project Complete – Millmerran Multi-purpose Health Facility Now Operational

We’re proud to announce that the Millmerran Multi-purpose Health Service is now open and operational, delivering improved health outcomes and services to the Millmerran community and surrounding region.

As Superintendent on this critical project, SPC is pleased to have played a key role in overseeing the successful delivery of this modern health facility, which includes:

- An eight-bed inpatient unit
- A five-bed residential aged care space
- Dedicated acute and non-acute treatment areas
- A new helipad for emergency access

The new facility represents a significant investment in rural healthcare infrastructure by Darling Downs Health, providing greater comfort, functionality and care for both patients and healthcare workers.

Works will continue in the coming months as the Contractor undertakes the decommissioning of the old facility and completes the final landscaping and carpark construction – a finishing touch that will further enhance the precinct.

SPC Appointed to Deliver Northern Beaches Community Hub – Stage 1A & 1B

We are proud to announce that SPC has been appointed to provide Project Management and Contract Administration services for the landmark Northern Beaches Community Hub in Mackay.

SPC has been engaged to:
- Manage the completion of Stage 1A, which includes a multi-purpose undercover space, nature play area, and supporting infrastructure – targeted for completion by June 2025.
- Lead the procurement and construction phases of Stage 1B, delivering a vibrant new library, flexible community spaces and a café.

This transformative community hub will be the largest social infrastructure project delivered by Mackay Regional Council in over 20 years and is set to become a central meeting place for the fast-growing Northern Beaches community and is designed to foster health, wellbeing, connectedness and social inclusion across the region.

As a proudly regional consultancy, SPC is excited to support a project that will deliver long-lasting social value and ensure the Northern Beaches grows with the right infrastructure in place.
