Od osnivanja do danas snažno je fokusirano na zastupanje interesa nevladinog sektora i osnaživanja njegovog razvoja. NVO Vijeće promoviše jednakost i transparentnost za sve svoje članice, a takođe organizacije članice motiviše i ohrabruje da koriste svoje kapacitete i ekspertize. Fokus NVO Vijeća je zastupanje interesa nevladinog sektora, sa jasno definisanim temama i konkretnim aktivnostima, u sa
radnji sa drugim mrežama, organizacijama civilnog društva i vladinim institucijama. Cilj NVO Vijeća je da implementacija Sporazuma o razumijevanju potpisanog sa Vijećem ministara BiH, u kojem su jasno naglašena očekivanja, uloge, odgovornosti, kao i zajednički interesi obe strane. NVO Vijeće je zamišljeno kao jedno kompaktno predstavničko tijelo i prepoznatljiva mreža nevladinih organizacija u BiH, angažovano u dijalogu sa svim nivoima vlasti te je aktivno uključeno u procese evropskih integracija u BiH. Dodatno, organizacije članice NVO Vijeća se vide kao lideri koji zajedničkim snagama šire i promovišu osnovna ljudska prava, zastupaju sprovođenje sistemskih promjena u bosansko-hercegovačkom društvu i promovišu standarde unutar NVO sektora.

The NGO Council is a network of international and national non-governmental organisations (NGOs) working to support the stabilisation and development of Bosnia-Herzegovina. As humanitarian organisations, we are implementing programmes that promote reconstruction, resettlement, return, economic regeneration, justice, human rights, the development of civil society, and the alleviation of suffering. As NGOs, we recognise the importance of mutual co-operation and collaboration with the people and institutions of Bosnia-Herzegovina (BiH) in effective action, and the important role of the government in regulating our activities. As both international and national organisations, we are committed to strengthening the capacity and sustainability of the non-governmental sector in the long term. This NGO Council is therefore established with the aims of:
• Sharing information on our activities, and seeking to co-ordinate as appropriate;
• Promoting best practice, transparency and accountability in the sector and with major stakeholders;
• Representing as appropriate the sector in relations with the governmental and inter-governmental bodies and agencies active in BiH;
• Undertaking joint advocacy for the sector, at local, entity, national, and international levels;
• Addressing other issues of mutual concern as they arise. The main activities of the NGO Council include:
• Providing a regular monthly forum for discussion, exchange of information, and the planning of action;
• Providing a point of contact for consultation with the NGO sector for government, inter-governmental agencies, and others;
• Undertaking joint advocacy action on issues important to the Council’s members;
• Sharing information on best practice models and the latest developments in the areas of work of the member agencies;
• Producing information materials to brief the Council’s members as appropriate;
• Retaining a lawyer as necessary for consultation on any legal issues that concern a majority of members
Management of the Council
An 8-member Executive Committee is elected by NGO Council’s members to share in the management of the Council and serves for a one-year term. The Executive Committee elects an organization to serve as Chair as well as arranges for an organization to serve as the Secretariat to coordinate the work of the Council.
