A technical assistance mission on the balance of payments was provided to the Bank of the Republic of Haiti during July 9-15, 2025. The focus of the mission was to improve the quality of balance of payments statistics by identifying potential sources of significant net errors and omissions by investigating the data sources and methodologies implemented mainly in the goods and services account, secondary income account, and other investment.

A technical assistance mission related to the implementation of the International Reserves and Foreign Currency Liquidity Template (IRFCL) was provided to the Bank of the Republic of Haiti during July 16–22, 2025. The mission evaluated whether the data provided in the IRFCL corresponded to the data in the balance sheets of the Bank of the Republic of Haiti and in the international investment position (IIP). It also investigated any additional pending issues that could slow down the process of compiling and disseminating the IRFCL.

Ms. Consuelo Soto-Crovetto, CARTAC External Statistics Advisor, and Ms. Emma Angulo, IMF Statistics Department (STA) Senior Economist delivered a workshop on Trade in Goods of the Balance of Payments (BOP) for the benefit of Eastern Caribbean Currency Union (ECCU) countries and the Eastern Caribbean Central Bank (ECCB), during June 17–20, 2025. This workshop targeted officials from national statistics offices, the ECCB, and customs officers directly involved in compiling trade in goods used for BOP statistics. The main purpose was to provide training in the concepts and use of tools and guidance for the compilation of trade in goods available in the Integrated Balance of Payments and International Investment Position Manual, seventh edition (BPM7) and the BPM6 Compilation Guide. The workshop also encouraged discussion and enhanced efficient cooperation among participant agencies.

Regional Training on National Accounts, March 17-21, 2025

There were forty participants from twenty countries of the Caribbean on training on National Accounts Statistics, with a focus on Production-Based Gross Domestic Product (GDP). This provided a foundation on core principles of National Accounts and covered international recommendations as described in the System of National Accounts, 2008 Manual, https://lnkd.in/g4XY9ihY.
This is the 1st in-person training on National Accounts since 2019, and there were many participants which previously requested training of the production-based GDP. This training will improve the accuracy and timeliness of Annual National Accounts publications.

The five-day CARTAC Workshop, “Enhancing Data Analysis for Risk Management,” is currently underway in Panama City (February 17-21, 2025), organized in coordination with the IMF Fiscal Affairs Department (FAD) and in partnership with the Caribbean Customs Law Enforcement Council (CCLEC) and the World Customs Organization (WCO). This workshop has brought together customs officers from 23 countries across the Caribbean region. The objective of the workshop is to strengthen capacities and highlight the critical role of data management in trade facilitation, fraud control, and the improvement of performance and transparency. Attendees are already benefiting from insightful discussions and networking opportunities that will enhance their skills in risk management. The last in-person Customs Workshop was held in Santo Domingo, Dominican Republic November 19-22, 2019.

CARTAC held a Workshop on Travel Services for the Eastern Caribbean Currency Union (ECCU) countries at the St. Kitts Marriott Resort during June 11-14, 2024. The workshop is part of CARTAC’s capacity development program for the external sector statistics (ESS) and targeted officials from national statistics offices, Eastern Caribbean Central Bank (ECCB), and tourism authorities directly involved in compiling tourism statistics used for Balance of Payments (BOP). The participants expressed their satisfaction with the benefits of this in-person workshop and indicated that the knowledge, networking and discussions will be very useful for their work in compiling the balance of payments. The last in-person External Sector Statistics Workshop was held in St. Kitts November 25-29, 2019. IMF Capacity Development

Officials from members of the IMF's Caribbean Regional Technical Assistance Center (CARTAC) and development partners gathered in Curaçao on June 6 to launch the center's 6th phase.

Priorities for this new phase include:
- rebuilding fiscal space,
- supporting inclusive and sustainable growth, and
- building resilience to climate change.

The International Monetary Fund thanks Canada, the European Union, Mexico, the Netherlands, the United Kingdom, the United States, the Caribbean Development Bank, and the Eastern Caribbean Central Bank (CARTAC's hashtag ), as well as CARTAC's host country, Barbados, Steering Committee host, Curaçao, and CARTAC member countries for their commitment to enhancing economic institutions and policies in the Caribbean.
