On December 7, Immigration Refugees and Citizenship Canada (IRCC) made several announcements regarding Canada’s international student program.

Among them, the department has confirmed that it will not be offering any additional extensions to Post-Graduation Work Permit (PGWP) holders.

IRCC has offered PGWP work permit extensions three times over recent years. It introduced the measure following labour market disruptions caused by the COVID-19 pandemic and during post-pandemic recovery. It allowed PGWP holders to continue working in Canada while IRCC was experiencing processing delays and had paused Express Entry draws.

The measure was extended three times, with the last one occurring on April 6 for PGWP holders whose permit is set to expire on or before December 31, 2023. The extension is an open work permit that is valid for 18 months.

IRCC notes that PGWP holders whose permit expires on or before December 31 are still eligible for the extension.

PGWPs allow international students to stay in Canada and work once they have graduated from their academic program.

The permit is valid for up to three years, depending on the length of the candidate’s academic program and, outside of the special extensions, is not renewable.

In 2022, 98,000 PGWP holders became permanent residents. This was almost 82% of all temporary residents who became permanent residents that year.

Additionally, when the 2022 data was released, IRCC estimated that in 2023 there would be 268,000 PGWP holders in Canada and that 127,000 permits would expire. Source: cicnews.com

Student and Student Guardian visa processing priorities for Australia

​​​A new Ministerial Direction for prioritising student and student guardian visa applications was signed on 14 December 2023.

Ministerial Direction No. 107 formalises the Australian Government’s processing priorities for the student and student guardian visa programs. It builds on ongoing work to strengthen the integrity of the international education sector.

An evidence level is allocated to each Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS)-registered education provider. The new Ministerial Direction works with the evidence level framework to prioritise applications from international students wishing to study in Australia. Ministerial Direction No. 107 provides the highest priority to:

student visa applications lodged outside Australia by:
Schools sector, Foreign Affairs or Defence sector, and Postgraduate Research sector applicants
Higher Education, English Language Intensive Course for Overseas Students (ELICOS), Vocational Education and Training (VET), and Non-Award sector applicants studying at an education provider with an Evidenc​e Level 1
subsequent entrant applications lodged outside Australia that include an unmarried family member under 18 years​
all Student Guardian visa applications (lodged in or outside Australia).
Any secondary applicant (spouse, de-facto partner or dependent child) who is included in the primary visa application will be given the same priority as the primary applicant.

Subsequent entrant means a secondary applicant for a student visa who did not make a combined application with the primary applicant / primary visa holder.

Where the primary applicant intends to undertake two or more courses of study (course packaging), the application will be given the order of priority that applies to the principal course of study (i.e. the course of study with the highest Australian Qualifications Framework (AQF) level).

The new student visa processing priorities apply to all visa applications lodged on or from 15 December 2023, as well as applications lodged prior to this date that are yet to be finalised.

Student visa applications lodged in Australia will continue to be processed according to existing processing arrangements.

The Australian government says it will halve the migration intake within two years in an attempt to fix the country's "broken" immigration system.

It aims to slash the annual intake to 250,000 - roughly in line with pre-pandemic levels - by June 2025.

Visa rules for international students and low-skilled workers will also be tightened under the new plan.

Migration has climbed to record levels in Australia, adding pressure to housing and infrastructure woes.

But there remains a shortage of skilled workers, and the country struggles to attract them.

Unveiling a new 10-year immigration strategy at a media briefing on Monday, Home Affairs Minister Clare O'Neil said the migration system had been left "in tatters" by the previous government.

A review earlier this year found the system was "badly broken" - unnecessarily complex, slow and inefficient - and in need of "major reform".

A record 510,000 people came to Australia in the year to June 2023, but the minister said her government would "bring numbers back under control" and reduce the annual migration intake by around 50%.

Among the new measures are tougher minimum English-language requirements for international students, and more scrutiny of those applying for a second visa - they must prove that any further study would advance their academic aspirations or their careers. There are some 650,000 foreign students in Australia, with many of them on their second visa, according to official data.

The visa pathways for migrants with "specialist" or "essential" skills - like highly-skilled tech workers or care workers - have also been improved to offer better prospects of permanent residency.

The new policies will attract more of the workers Australia needs and help reduce the risk of exploitation for those who live, work and study in the country, Ms O'Neil said.

Opposition migration spokesman Dan Tehan has said that the government was too slow to adjust migration policies designed to help Australia recover from the pandemic.

"The horse has bolted when it comes to migration and the government not only cannot catch it but cannot find it," he said at the weekend.

The Labor government's popularity has dwindled since its election last year, and in recent weeks it has been under pressure from some quarters to temporarily reduce migration to help ease Australia's housing crisis.

However others, like the Business Council of Australia, have said migrants are being used as a scapegoat for a lack of investment in affordable housing and decades of poor housing policy.

Reforms to get migration working for the nation: Australian Government

Released by the Australian Government on December 11, 2023, the Migration Strategy sets out significant reforms to Australia’s migration system to meet the future needs of the nation and deliver for Australia—its people, businesses, governments and migrants.

Migrants continue to be an essential part of Australia’s economic and social fabric. Today, more than half of all Australians were born overseas or have a parent born overseas.

The Migration Strategy outlines five core objectives for Australia’s migration system. To achieve these objectives, the Government will deliver eight key actions, supported by more than 25 new policy commitments and existing commitments already made by Government.

The reforms focus on:

- targeted skilled migration and new streamlined pathways for top global talent
- higher standards for international students and education providers to drive quality in international education
- visa settings to tackle worker exploitation and protect wages and conditions support for regional Australia to get fast access to skilled workers
- a new approach to migration planning to help return migration back to pre-pandemic levels and to get the right skills in the right places.

Canadians can now view their Social Insurance Number online

Service Canada has been working diligently to deliver high-quality, simple, easy-to-access and secure services to Canadians, no matter where they live. As technology advances and clients’ service delivery expectations change, the Government of Canada is taking steps to further modernize its delivery methods and available services.

As part of these modernization efforts, Service Canada has improved the online My Service Canada Account (MSCA) to allow anyone with an account to view their Social Insurance Number (SIN) securely online.

Clients who apply for a new SIN online will be able to view a confirmation of their SIN digitally on MSCA.
Clients with an existing SIN, and who already have an MSCA account, will be able to view their SIN securely in the MSCA application.
Clients who have an existing SIN, but do not have an MSCA account, will be able to view their SIN securely online after creating an account and validating their identity.
Clients will still automatically receive their SIN confirmation letter by mail.
This digital service will improve efficiency and reduce the need for clients to visit a Service Canada Centre, especially newcomer and international student clients, who account for the majority of our SIN service transactions. Coupled with the ability to apply for a SIN online, this new service can help clients self-serve digitally from start to finish in the SIN process, avoid in-person queues, and have access to a digital record of their SIN any time they need it. Social insurance numbers enable Canadian citizens, permanent residents and temporary residents to work in Canada and have access to benefits and services from government programs anytime, anywhere.

The MSCA registration process previously required a SIN during the identity validation stage. This initiative will allow successful online SIN applicants to register for MSCA without a SIN. Other identity validation elements, namely the Unique Client Identifier issued by Immigration, Refugees and Citizenship Canada or the Birth Registration Number appearing on the Canadian birth certificate, in combination with a SIN application number, will now be accepted when registering for a My Service Canada Account.

By prioritizing the invitation of skilled newcomers with experience in the trades, Canada aims to meet the increasing demand for talent and fill key positions that contribute to the nation’s economic growth and advancement.

On May 31, the Honourable Sean Fraser, the previous Minister of Immigration, Refugees and Citizenship, announced changes to Express Entry through category-based selection. These changes help address labour shortages that support an identified economic goal by inviting candidates with specific work experience or French language ability to apply for permanent residence.

Today, the Honourable Marc Miller, the new Minister of Immigration, Refugees and Citizenship, announced the first trades round for category-based selection will open this week. This focus on candidates with trades expertise—including carpentry, plumbing, and welding—will help Canada’s construction sector attract the skilled talent it needs across the country.

Category-based selection signals Canada’s commitment to attract top global talent and help meet the need for tradespeople to support the economy. These category-based selection rounds will continue throughout the year, alongside general invitation rounds, and more details will be announced in the coming weeks.

Canada opens new economic immigration streams for skilled refugees and other displaced people

June 12, 2023—Ottawa—Refugees and other displaced individuals are forced to restart their lives when they flee their home country, but they should not have to start from scratch, particularly when it comes to acquiring skills, training, experience and education. Through the Economic Mobility Pathways Pilot (EMPP), Canada is tapping into talent that is too often overlooked by creating more opportunities for skilled refugees and other displaced individuals to immigrate and to use their education, training and experience to continue their careers in Canada.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced today that Canada has launched two new EMPP streams, fulfilling a commitment made on March 27, 2023. Candidates can also continue to apply through existing regional EMPP economic pathways.

These new immigration streams provide Canadian employers with the opportunity to access a talent pool of skilled refugees and other displaced people from around the world. This access allows Canada to not only increase its economic immigration and fill in-demand jobs, but also to complement its existing humanitarian commitments.

By implementing efficiencies and improvements learned through collaboration with partners during the rollout of the first EMPP streams, newcomers using the EMPP will now be able to move to Canada and start working here more quickly. These new streams also reduce barriers to access since candidates do not need Canadian work experience to apply.

Of the two new streams announced today, one is tailored to candidates who have a job offer from a Canadian employer and the second is available to highly-skilled refugees without job offers.

Through the EMPP Federal Skills Job Offer Stream, Canadian employers can hire qualified candidates to fill a wide range of in-demand jobs, including nurse aides, personal support workers, long-term care aides, software engineers, web designers, mechanical and electrical engineers and technicians, logistics and warehouse workers, tourism and hospitality workers, and truck and delivery service drivers.

The EMPP Federal Skills Without a Job Offer Stream recognizes that certain candidates have skills that are in high enough demand that they will find work after they arrive in Canada.

EMPP gives refugees and other displaced people the chance to make the most of their skills to improve not only their lives and those of their families, but also the communities and workplaces that welcome them.

Expanding and scaling up the EMPP is part of Canada’s ongoing efforts to embrace its role as Chair of the Global Taskforce on Labour Mobility by modelling labour mobility programs for like-minded countries, and to make Canada’s immigration system more responsive to the needs of our economic and humanitarian commitments.
