তিন দশক ও তিন মিলিয়ন গবেষক: গবেষণা ও উদ্ভাবনে যুক্তরাষ্ট্রকে ছাড়িয়ে যাচ্ছে চীন

২০১০ সালে প্রকাশিত QS World University Rankings–এর তালিকায় বিশ্বের সেরা ৫০টি বিশ্ববিদ্যালয়ের মধ্যে চীনের মাত্র একটি বিশ্ববিদ্যালয় স্থান পেয়েছিল। পরবর্তী প্রায় ১৫ বছরে এই সংখ্যা বেড়ে পাঁচে দাঁড়িয়েছে। একই সঙ্গে তালিকায় চীনা বিশ্ববিদ্যালয়গুলোর অবস্থানও ক্রমশ উপরের দিকে উন্নীত হয়েছে।

২০২৪ সালের তথ্য অনুযায়ী, Peking University ১৭তম স্থান থেকে ১৪তম স্থানে উন্নীত হয়েছে। একই সময়ে Tsinghua University ২৫তম স্থান থেকে ১৭তম স্থানে উঠে এসেছে। এছাড়া Fudan University ৫০তম স্থান থেকে ৩০তম স্থানে উন্নীত হয়েছে।

বিশ্ববিদ্যালয়গুলোর এই অগ্রগতির পেছনে চীনের দীর্ঘমেয়াদি ও পরিকল্পিত বিনিয়োগকে গুরুত্বপূর্ণ হিসেবে বিবেচনা করা হয়। ২০১৯ সালে যুক্তরাষ্ট্রভিত্তিক Center for Security and Emerging Technology–এর এক প্রতিবেদনে উল্লেখ করা হয় যে, চীনের শীর্ষ ১০টি বিশ্ববিদ্যালয়ের প্রত্যেকটির বার্ষিক বাজেট ৫ বিলিয়ন মার্কিন ডলারের বেশি।

বর্তমানে গবেষণা ও উন্নয়ন কার্যক্রমে চীন উল্লেখযোগ্য অগ্রগতি অর্জন করেছে। বিভিন্ন আন্তর্জাতিক পরিসংখ্যান অনুযায়ী, বিজ্ঞানী ও প্রকৌশলী তৈরির সংখ্যা, প্যাটেন্ট আবেদন এবং গবেষণা প্রবন্ধ প্রকাশের ক্ষেত্রে চীন বিশ্বে শীর্ষস্থানীয় দেশগুলোর একটি। তবে বৈশ্বিক বিশ্ববিদ্যালয় র‍্যাঙ্কিংয়ে এখনো যুক্তরাষ্ট্রের বিশ্ববিদ্যালয়গুলো সামগ্রিকভাবে শীর্ষ অবস্থানে রয়েছে।

গবেষকের সংখ্যার দিক থেকে চীন বর্তমানে বিশ্বে অন্যতম শীর্ষস্থানীয় দেশ। দেশটিতে প্রায় ৩০ লাখ গবেষক কাজ করছেন বলে বিভিন্ন সূত্রে উল্লেখ রয়েছে। গড়ে একজন গবেষক প্রায় ৩ লাখ ৫ হাজার মার্কিন ডলার সমপরিমাণ সরকারি অনুদান পেয়ে থাকেন। তুলনামূলকভাবে ইউরোপে এই গড় অনুদানের পরিমাণ প্রায় ২ লাখ ৬৮ হাজার মার্কিন ডলার। চীনে ল্যাবরেটরি সরঞ্জাম ও শ্রম ব্যয় তুলনামূলক কম হওয়ায় একই পরিমাণ অর্থে অধিক গবেষণা কার্যক্রম পরিচালনা সম্ভব হয়।

মাথাপিছু গবেষকের সংখ্যায় চীন এখনো কিছু উন্নত দেশের তুলনায় পিছিয়ে থাকলেও সামগ্রিক বিনিয়োগের পরিমাণ দ্রুত বৃদ্ধি পাচ্ছে। গবেষণা ও উন্নয়ন (R&D) খাতে ২০০৭ সালে যুক্তরাষ্ট্র ব্যয় করেছিল ৪৬২ বিলিয়ন ডলার, যেখানে চীনের ব্যয় ছিল ১৩৬ বিলিয়ন ডলার। ২০২৩ সালে এই ব্যয় যথাক্রমে ৮২৩ বিলিয়ন এবং ৭৮১ বিলিয়ন ডলারে উন্নীত হয়েছে, যা দুই দেশের ব্যবধান কমে আসার ইঙ্গিত দেয়।

আন্তর্জাতিক একাডেমিক অঙ্গনে চীনের প্রভাব এমন সময়ে দৃশ্যমান হয়েছে, যখন যুক্তরাষ্ট্র ও যুক্তরাজ্যের কিছু বিশ্ববিদ্যালয়ে গবেষণা ব্যয় ও অর্থায়ন কাঠামো নিয়ে পুনর্বিবেচনা চলছে। যুক্তরাষ্ট্রে Donald Trump–এর প্রশাসন আমলে বিশ্ববিদ্যালয় অর্থায়ন ও আন্তর্জাতিক শিক্ষার্থী নীতিতে পরিবর্তনের প্রচেষ্টা আলোচিত হয়েছিল। এর প্রেক্ষাপটে কিছু একাডেমিক চীনে গবেষণা ও কর্মসংস্থানের সুযোগ গ্রহণ করেছেন বলে বিভিন্ন প্রতিবেদনে উল্লেখ রয়েছে। প্রতিবছর যুক্তরাষ্ট্র থেকে আনুমানিক ৮০–৯০ জন অধ্যাপক চীনে ফিরে যাচ্ছেন বলেও তথ্য পাওয়া যায়।

চীনের প্রযুক্তি খাতেও গবেষণা বিনিয়োগের প্রভাব লক্ষ্য করা যায়। উদাহরণস্বরূপ, BYD, CATL এবং BGI Genomics–এর মতো প্রতিষ্ঠানগুলো বৈশ্বিক বাজারে গুরুত্বপূর্ণ অবস্থান তৈরি করেছে।

আন্তর্জাতিক সহযোগিতার ক্ষেত্রেও চীন সক্রিয় ভূমিকা রাখছে। পাকিস্তানের University of Agriculture Faisalabad–এর গবেষকেরা চীনা গবেষকদের সঙ্গে যৌথভাবে একটি অ্যাপ তৈরি করেছেন, যা স্যাটেলাইট ডেটা ব্যবহার করে কৃষিজমি পর্যবেক্ষণ এবং সার ও পানির প্রয়োজন নির্ধারণে সহায়তা করে।

সাম্প্রতিক সময়ে চীন যৌথ গবেষণায় অংশীদার দেশের বৈচিত্র্য বাড়াচ্ছে। কিছু পরিসংখ্যান অনুযায়ী, চীনের সঙ্গে যৌথ গবেষণার ক্ষেত্রে পাকিস্তানের অবস্থান সপ্তম। শিক্ষা, বিজ্ঞান ও প্রযুক্তি খাতে আন্তর্জাতিক সহযোগিতার মাধ্যমে চীন একদিকে বৈশ্বিক গবেষণা নেটওয়ার্কে নিজের অবস্থান শক্তিশালী করছে, অন্যদিকে প্রযুক্তি ও বাণিজ্যিক ক্ষেত্রেও প্রভাব বিস্তার করছে।

গত দুই দশকে চীনের অর্থনীতি ও প্রযুক্তি খাতে যে পরিবর্তন ঘটেছে, তা আন্তর্জাতিক অঙ্গনে দেশের অবস্থানকে উল্লেখযোগ্যভাবে শক্তিশালী করেছে। কৃষিনির্ভর ও নিম্নমূল্যের উৎপাদনকেন্দ্রিক অর্থনীতি থেকে উচ্চপ্রযুক্তিনির্ভর উদ্ভাবনী অর্থনীতির দিকে অগ্রসর হওয়ার এই প্রক্রিয়ায় উচ্চশিক্ষা ও গবেষণায় ধারাবাহিক বিনিয়োগ গুরুত্বপূর্ণ ভূমিকা পালন করেছে।

📢 𝗠𝗮𝗷𝗼𝗿 𝗣𝗼𝗹𝗶𝗰𝘆 𝗖𝗵𝗮𝗻𝗴𝗲:

𝗡𝗼 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗱: Starting from the 2025-2026 academic session, students going abroad for MBBS/BDS courses are no longer required to obtain an Eligibility Certificate from the BMDC before leaving.

𝗧𝗵𝗲 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁 𝗔𝗳𝘁𝗲𝗿 𝗚𝗿𝗮𝗱𝘂𝗮𝘁𝗶𝗼𝗻: Once you complete your course, you must submit a certificate of recognition for your degree from the Medical Council of the respective country where you studied.

𝗪𝗵𝘆 𝘁𝗵𝗶𝘀 𝗺𝗮𝘁𝘁𝗲𝗿𝘀:
This simplifies the initial process for students heading overseas, but it places heavy emphasis on ensuring the foreign institution you choose is fully recognized by its own national medical council, as well as by BMDC-listed ones.
