বাংলাদেশ ও জাপানের দ্বিপাক্ষিক সম্পর্কের এক ঐতিহাসিক মাইলফলক হিসেবে আজ ৬ ফেব্রুয়ারি, ২০২৬ তারিখে টোকিওতে ‘অর্থনৈতিক অংশীদারিত্ব চুক্তি’ (ইপিএ) স্বাক্ষরিত হয়েছে। বাংলাদেশ সরকারের পক্ষে মাননীয় বাণিজ্য উপদেষ্টা শেখ বশিরউদ্দীন এবং জাপান সরকারের পক্ষে জাপানের পররাষ্ট্র প্রতিমন্ত্রী হোরি ইওয়াও চুক্তিতে স্বাক্ষর করেন, যা বাংলাদেশের ইতিহাসে কোনো দেশের সাথে সম্পাদিত প্রথম অর্থনৈতিক অংশীদারিত্ব চুক্তি।
এই চুক্তির ফলে এখন থেকে তৈরি পোশাকসহ প্রায় ৭,৩৭৯টি বাংলাদেশি পণ্য জাপানি বাজারে ১০০ শতাংশ শুল্কমুক্ত সুবিধা ভোগ করবে। বিশেষ করে পোশাক খাতে ‘সিঙ্গেল স্টেজ ট্রান্সফরমেশন’ সুবিধা যুক্ত হওয়ায় কাঁচামাল সংক্রান্ত কোনো জটিল শর্ত ছাড়াই বাংলাদেশি পণ্য জাপানে রপ্তানি করা যাবে। এর পাশাপাশি, জাপানের আইটি, ইঞ্জিনিয়ারিং, শিক্ষা, কেয়ারগিভিং এবং নার্সিংসহ মোট ১২০টি সেবা খাতে বাংলাদেশি দক্ষ পেশাজীবীদের কাজ করার সুযোগ তৈরি হবে, যা দেশের রেমিট্যান্স ও কর্মসংস্থানে অভূতপূর্ব অবদান রাখবে। বিনিময়ে বাংলাদেশও জাপানের জন্য ৯৮টি উপ-খাত এবং ১,০৩৯টি পণ্যে শুল্কমুক্ত বা অগ্রাধিকারমূলক সুবিধা দিতে সম্মত হয়েছে।
এই চুক্তির ফলে বাংলাদেশে জাপানি বিনিয়োগ (FDI) বৃদ্ধি পাবে, উন্নত প্রযুক্তির স্থানান্তর ঘটবে এবং অবকাঠামো ও লজিস্টিকস খাতের মানোন্নয়নের মাধ্যমে বাংলাদেশ বৈশ্বিক বাজারে আরও প্রতিযোগিতামূলক হয়ে উঠবে, যা দীর্ঘমেয়াদে দেশের অর্থনৈতিক প্রবৃদ্ধি ও আর্থ-সামাজিক উন্নয়নে একটি শক্তিশালী হাতিয়ার হিসেবে কাজ করবে বলে আশা করা যাচ্ছে।
A Historic Milestone in Bangladesh-Japan Bilateral Relations: Economic Partnership Agreement (EPA) Signed
The Economic Partnership Agreement (EPA) was officially signed between Bangladesh and Japan today in Tokyo. H.E. Mr. Sk. Bashir Uddin, Commerce Adviser to the Government of Bangladesh, and H.E. Mr.Horii Iwao, State Minister for Foreign Affairs of Japan, signed the agreement on behalf of the respective governments. This marks the first-ever Economic Partnership Agreement Bangladesh has signed with any country.
This agreement has opened a gateway of immense possibilities for the economy of Bangladesh. Under this pact, approximately 7,379 Bangladeshi products, including ready-made garments, will enjoy 100% duty-free access to the Japanese market.
Specifically, the inclusion of the 'Single Stage Transformation' facility in the apparel sector will make exporting Bangladeshi garments to Japan significantly easier, removing complex conditions regarding raw materials sourcing. Furthermore, vast opportunities will be created for Bangladeshi skilled professionals to work in 120 service sectors across 16 major categories in Japan—including IT, engineering, education, caregiving, and nursing. In return, Bangladesh has agreed to provide duty-free or preferential access to 1,039 Japanese products and 98 sub-sectors under 12 major categories.
Beyond trade, this agreement is expected to significantly boost Japanese Foreign Direct Investment (FDI) in Bangladesh and facilitate the transfer of advanced technology. By enhancing the standards of infrastructure and logistics, this partnership will make Bangladesh more competitive in the global market.
