📢 বাংলাদেশে বিদেশি বিনিয়োগ (FDI) বাড়াতে ৫টি 'রেভল্যুশনারি' সংস্কার এখন সময়ের দাবি!

সম্প্রতি Star News-এ দেশের বর্তমান ব্যবসা ও বিনিয়োগ পরিস্থিতি নিয়ে অত্যন্ত সময়োপযোগী ও গুরুত্বপূর্ণ আলোচনা করেছেন জনাব ফুয়াদ এম খালিদ হোসেন, ম্যানেজিং ডিরেক্টর এন্ড সিইও, ট্রেস কন্সাল্টিং।

আলোচনায় তিনি তুলে ধরেন, কেন আমাদের বিনিয়োগ পরিবেশকে আরও কম্পিটিটিভ করা জরুরি এবং কীভাবে আমরা বড় বিনিয়োগ আকৃষ্ট করতে পারি।

🚀 বিনিয়োগ আকর্ষণে ৫টি বৈপ্লবিক প্রস্তাবনা:
১. 🛡️ Policy Lock (নীতিগত নিশ্চয়তা): ঘনঘন নিয়ম পরিবর্তন বিদেশি বিনিয়োগকারীদের আস্থা নষ্ট করে। অন্তত ১০ বছরের জন্য ট্যাক্স কাঠামো ও সুযোগ-সুবিধা আইনের মাধ্যমে সুনির্দিষ্ট করতে হবে।

২. 🏭 Clean Land (রেডি-টু-স্টার্ট জমি): জমি কেনা বা আইনি জটিলতা নয়, বিনিয়োগকারীরা চান 'প্লাগ-অ্যান্ড-প্লে' পদ্ধতি। EPZ মডেলের মতো সব ইউটিলিটিসহ প্রস্তুত জমি নিশ্চিত করতে হবে।

৩. ⚡ Energy Corridor (জ্বালানি নিশ্চয়তা): শুধু জমি দিলেই হবে না, শিল্পকারখানায় নিরবচ্ছিন্ন গ্যাস, বিদ্যুৎ ও পানির গ্যারান্টি দিতে হবে। এর জন্য প্রয়োজন শক্তিশালী ইন্ডাস্ট্রিয়াল গ্রিড।

৪. 💰 Repatriation Guarantee (মুনাফা প্রত্যর্পণ): বিনিয়োগকারীরা যেন তাদের উপার্জিত মুনাফা সহজেই নিজ দেশে নিয়ে যেতে পারেন, তা নিশ্চিত করতে হবে। আমলাতান্ত্রিক বা ডলার সংকটের অজুহাতে এটি বাধাগ্রস্ত করা যাবে না।

৫. 🚢 Logistics Efficiency (বন্দর সক্ষমতা): যেখানে অনেক দেশ কয়েক ঘণ্টায় পণ্য খালাস করে, সেখানে আমাদের লাগছে ১১ দিন! চট্টগ্রাম বন্দরের আধুনিকায়ন ও ডিজিটাল ব্যবস্থাপনা ছাড়া বড় বিনিয়োগ টেকানো অসম্ভব।

📉 বাস্তবচিত্র ও আমাদের অবস্থান:
পরিসংখ্যান বলছে, বর্তমানে আমাদের দেশে আসা প্রতি ৩ ডলার বিদেশি বিনিয়োগের মধ্যে ২ ডলারই হচ্ছে পুরনো কোম্পানির পুনঃবিনিয়োগ। নতুন বা 'গ্রিনফিল্ড ইনভেস্টমেন্ট' গত ৫ বছরে সর্বনিম্ন!

ভিয়েতনাম যেখানে বছরে প্রায় ৩৮ বিলিয়ন ডলার FDI টেনেছে, সেখানে আমরা গত বছরের প্রথম ৯ মাসে পেয়েছি মাত্র ১.৪১ বিলিয়ন ডলার।

High-end RMG, Healthcare এবং Agro-processing-এর মতো খাতে আমাদের বিশাল সম্ভাবনা থাকলেও লজিস্টিকস গেটওয়েতে স্থবিরতা এবং নীতিগত অনিশ্চয়তার কারণে আমরা পিছিয়ে পড়ছি। সময় এসেছে সিস্টেমকে ঢেলে সাজানোর!

Mr. Julker is a logistics, trade facilitation, and public policy professional with over 5 years of experience supporting evidence-based policy reform, regulatory analysis, and institutional strengthening in Bangladesh. His work is anchored in advancing logistics efficiency, trade facilitation reforms, and cross-border competitiveness through rigorous research, stakeholder coordination, and policy diagnostics.

Earlier, Mr. Julker provided technical and secretariat support to high-level national platforms, including the National Logistics Development and Coordination Committee (NLDCC), its thematic sub-committees, and other inter-ministerial bodies, contributing directly to the formulation and operationalization of the National Logistics Development Policy. His technical contributions include policy benchmarking, regulatory performance analysis, logistics sector stakeholder mapping, and preparation of policy memoranda and post-consultation reports for government decision-makers.

He has worked on donor-funded technical assistance projects supported by the World Bank Group, GIZ, USAID, JICA, ITC, AIIB, and Land O’Lakes, covering areas such as logistics policy reform, export data transparency, agro-trade facilitation, institutional capacity assessment, and business climate analysis. His expertise spans trade facilitation measures, regulatory frameworks, data-driven policy research, and multi-stakeholder consultation processes, with a strong ability to translate complex technical findings into actionable policy recommendations aligned with international best practices.

We are thrilled to share that Fuad M Khalid Hossen, CEO of TRACE Consulting has delivered the keynote address at the inauguration of the 6th AHCAB International Expo (8-10 January 2026), an essential platform for Bangladesh's animal health and nutrition sector.

In his presentation, "Unlocking Animal Health & Nutrition Ecosystems to Power National Growth," addressed the sector's scale- where animal protein production now reaches 7.6 million tons of meat and 23 billion eggs annually- while outlining the critical regulatory and fiscal shifts required to sustain this momentum.

Strategic Policy Focus Areas:
To transition from a stakeholder to a strategic partner in national resilience, our discourse focused on four technical pillars:

• Legislative Modernization: He advocated for a clear legal distinction between human and veterinary drugs within the Drugs and Cosmetics Act 2023 and called for a comprehensive update to the Fish Feed and Animal Feed Act 2010 to include modern product categories like feed supplements and pet nutrition.

• Fiscal Rationalization: Bangladesh faces a high fiscal burden on essential inputs, with tariffs on items like Disodium Sulphate reaching 93.16%—significantly higher than regional peers like India (7.5%) and Vietnam (15%). He proposed rationalizing VAT and TDS at the marketing stage for essential livestock inputs.

• Trade Facilitation at the Border: A key recommendation is shifting from 100% post-import testing to a Risk-Based Testing model and introducing a Trusted Trader Program to reward compliant importers with faster clearance.

• Institutional Coordination: He proposed the establishment of a Single Technical Lead for veterinary regulation to eliminate parallel authorities and overlapping jurisdictions between DLS and DGDA.

He was deeply humbled to receive the AHCAB Crest from the Honorable Advisor of the Ministry of Fisheries and Livestock following the session. Mr. Mohammed Mahraj-ul-Alam Samrat! 👏

Mr. Samrat is an experienced customs and trade facilitation specialist with over 12 years of expertise in customs modernization, regulatory reform, and border management in Bangladesh. He brings extensive experience in multimodal logistics development, regulatory harmonization, freight demand forecasting, and the design and operationalization of Multimodal Logistics Hubs (MMLHs).

Earlier, Mr. Samrat served at the National Board of Revenue (NBR) as Deputy Commissioner of Customs and Assistant Commissioner of Customs. During this time, he contributed to the drafting of the Customs Act 2023, supported customs automation initiatives, strengthened Risk Management and Post Clearance Audit (PCA) functions, and played a key role in improving clearance efficiency across seaports, inland container depots (ICDs), and container freight stations (CFSs).

He is widely recognized for delivering practical, evidence-based solutions that enhance transparency, improve compliance, and strengthen overall trade competitiveness.
