🌍🚧 Environmental & Safeguard Monitoring at the Matarbari Port Development Project (RHD Component) 🇧🇩

DSCL successfully conducted the Quarterly Environmental and Safeguard Monitoring Program for the Matarbari Port Development Project (RHD Component) as part of our ongoing technical assistance to the Environment Division under the Social & Environment Circle of the Roads and Highways Department.

📍 Located in Cox's Bazar District, this flagship infrastructure project is set to become a key driver of Bangladesh’s future trade and logistics network by establishing reliable road connectivity to the deep-sea port at Matarbari. The project corridor through Maheshkhali and Chakaria will significantly improve access between the port facilities and the national highway system.

🤝 With joint financing support from the Government of Bangladesh (GoB) and the Japan International Cooperation Agency, the project includes extensive road and bridge infrastructure designed to strengthen freight mobility, stimulate regional investment, and enhance long-term economic growth. 📈🌱

🔍 The monitoring mission focused on reviewing:
✅ Environmental compliance measures
✅ Site safety practices
✅ Construction impacts
✅ Safeguard implementation

This was carried out in close coordination with RHD officials, contractors, and project stakeholders. 👷‍♂️🏗️🌿

Stakeholder Consultation Workshop – Dhaka East–West Elevated Expressway PPP Project

We are pleased to share that the DSCL team participated in the Stakeholder Consultation Workshop for the Dhaka East–West Elevated Expressway PPP Project, held at Hotel Pan Pacific Sonargaon, Dhaka.

The event was attended by Hon’ble Minister of the Ministry of Road Transport and Bridges, Shaikh Rabiul Alam, MP, and Hon’ble State Minister Md. Razib Ahsan, MP, along with many distinguished guests, senior government officials, renowned technical experts, partners, and key stakeholders.

Development Solutions Consultant Limited (DSCL) is proud to serve as the Sub-Consultant in association with Infrastructure Investment Facilitation Company (IIFC) for this landmark infrastructure initiative shaping the future of urban connectivity in Bangladesh.

The proposed approximately 39 km elevated expressway is envisioned as a transformative infrastructure initiative that will significantly improve urban mobility, reduce travel time, ease traffic congestion, and enhance transport efficiency within and around Dhaka.

Attended the high-level flagship event “Boosting Renewable Energy in Bangladesh: From Design to Implementation” at InterContinental Dhaka.

The event brought together a diverse group of stakeholders, including government representatives, development partners, financial institutions, and private sector leaders, to exchange knowledge and perspectives on accelerating Bangladesh’s renewable energy transition.

Development Solutions Consultant Limited (DSCL) is proud to serve as a consortium member of JV GOPA Tech and Integration, which is delivering the Technical Assistance for the Bangladesh Renewable Energy Facility (BREF) Project, funded by the European Investment Bank (EIB).

A key highlight was the Bangladesh Renewable Energy Facility (BREF), which provides a structured and forward-looking platform to mobilize investment, strengthen institutional capacity, and scale up the development of clean and sustainable energy solutions.

The BREF initiative presents a robust framework for mobilizing investment and accelerating the transition toward a low-carbon, climate-resilient energy future.

We recently conducted a site visit as part of the Site Clearance Certificate (SCC) process for the Padma 80 MW Solar Power Plant Project, Zajira, Shariatpur & Shibchar, Madaripur, in collaboration with key stakeholders.

The visit was attended by officials from the Department of Environment (DoE), including the Deputy Director and Assistant Director, along with representatives from North-West Power Generation Company Limited (NWPGCL), including Sub-Divisional Engineers.

This visit marks an important step toward ensuring environmental compliance and sustainability for the project. The Padma 80 MW Solar Power Project, located in the Zajira & Shibchar Upazila, is a significant initiative aimed at enhancing Bangladesh’s renewable energy capacity and supporting the nation’s transition toward clean energy.

During the visit, key environmental aspects, site conditions, and project feasibility were reviewed to facilitate the SCC process and ensure alignment with regulatory requirements.

We are proud to be part of this impactful project contributing to a greener and more sustainable future for Bangladesh.

DSCL is proud to have presented the Final Report at the RHD Headquarters for the Feasibility Study and Conceptual Design of the Mongla Bridge over the Mongla River at Mongla Port Area, Bagerhat, under the Roads and Highways Department (RHD), Bangladesh.

This assignment involved a comprehensive evaluation of technical, social, and economic aspects to develop a sustainable and implementable bridge solution. As part of this significant engagement, DSCL contributed to the Traffic Study, Land Acquisition Plan (LAP), Resettlement Action Plan (RAP), and Social Impact Assessment (SIA) addressing critical areas such as traffic demand analysis, land requirements, stakeholder impacts, and livelihood restoration. Our integrated approach supports informed decision-making, minimizes social and environmental risks, and enhances overall project feasibility in alignment with national priorities and international safeguard standards.

This milestone reflects DSCL’s continued commitment to delivering responsible and inclusive infrastructure solutions that strengthen connectivity, facilitate trade through Mongla Port, and contribute to sustainable economic growth in one of Bangladesh’s most strategic regions.
