KEA founded in 1999 is a consultancy and research centre specialised in cultural, audiovisual policy and issues related to sport,culture and creative industries (CCI). KEA is essentially an enthusiastic policy design consultancy, advising on policies to make territories, organisations and people more creative and more aware of their cultural resources. A consultancy with a worldwide reach with ou

tposts in Europe and Asia (Shenzhen, China) and which animates a large community of CCI actors from artists to academics (through social networks) to pool collective resources. KEA engineers projects at artistic as well as at policy levels. KEA mixes its expertise in culture economics, law and policies to break new policy grounds. KEA designs bridges by proposing collaboration across disciplines (art, science, technology, business, law) and frontiers (mental and physical). KEA is a pioneer which takes leadership on CCI policies to shape an environment conducive to creativity and cultural diversity, taking into account technological and sociological changes. We also value collective responses to challenges which led KEA to set up and manage associations (IMPALA, EFCA, NPLD). KEA has developed an expertise in advising local authorities on how to assess, develop and implement a CCI strategy. Our work aims at advising local authorities on ways to make the most of their cultural investment for economic and social gains by making available methodology, impact assessment tools, benchmarks and comparative analysis based on our pan European experience as well as policy recommendations impacting on economic, social education, urban and branding policies.

๐ŸŒ During the first weeks of September KEA's MD Arthur Le Gall and Marina Martinez returned from field missions in Tanzania and Bolivia, as part of the third evaluation for UNESCOโ€™s International Fund for Cultural Diversity

These missions provided valuable insights into the local implementation of two successful IFCD-supported projects and marked an important milestone in this ongoing evaluation process.

This evaluation will continue over the coming months, and we look forward to refining our analysis and recommendations to further support the IFCD in promoting cultural diversity, fostering sustainable cultural development, and enhancing its impact on international cultural policies.

In September, partners will host an interactive workshop on adapting digital innovations for cultural and creative SMEs. Participants will explore new technologies like VR and robotic 3D metal printing, with hands-on sessions and live demos that showcase how to integrate these innovations into creative practices.

Arthur has been with the company for more than 12 years, and as a director since 2018, with ample expertise on policy design for culture and creativity.

Arthur Le Gall stated: โ€œIโ€™m thrilled to lead the company in the future โ€“ building on the amazing work of these past 25 years and embarking on this new journey with trusted colleagues and exciting projects to advance the role of culture, creative industries and sport in society !โ€

โœจ๐ŸŒ KEA has been commissioned by UNESCO to conduct the third evaluation of the International Fund for Cultural Diversity (IFCD)

This project aims to evaluate the relevance and impact of the IFCDโ€™s initiatives across funding cycles 7 to 13, providing essential insights to enhance its governance and implementation.

The evaluation will:
๐Ÿ”Assess progress on the implementation of recommendations from previous evaluations to identify lessons learned and guide future initiatives.
๐Ÿ“ŠEvaluate the sustainability of the IFCDโ€™s impact on long-term cultural development and its contribution to the UN .
๐Ÿค Highlight the role of the IFCD in fostering South-South and North-South cooperation and its broader implications for cultural diversity and development.

KEA will use a detailed methodological framework, combining systematic data collection and analysis with qualitative and quantitative methods. The process includes conducting workshops and in-depth interviews with IFCD management, decision-makers, and project beneficiaries, along with field visits to selected project countries.

The evaluation will culminate in a comprehensive final report, presenting findings and recommendations to inform future governance and implementation strategies for the IFCD.
