This week, the Irish Presidency set out its autumn agenda at the informal General Affairs Council in Dublin, with democracy, enlargement and the taking centre stage. Ireland is targeting a Council general approach on the revision by December, as MEPs pushed back on allowance pricing and conditionality.

On the institutional front, France and Germany tabled a plan to overhaul the EEAS, which Kaja Kallas rejected. In Iceland, voters turned down EU accession talks. The Council approved a landmark overhaul of EU rules targeting e-commerce platforms. All this as Saxony-Anhalt heads to the polls with the AfD polling above 40%.

This week, the Commission unveiled the long-awaited review of the , recalibrating the post-2030 emissions trajectory while strengthening support for industrial decarbonisation and extending carbon-leakage protection. Alongside it, a broader energy package set out a new pathway for , with measures on network charges, smart grids, storage and the electricity–gas price gap.

Beyond energy policy, Ursula von der Leyen travelled to Kyiv to launch the first EU–Ukraine defence-industrial partnership focused on drones. Brussels also hosted a “Super Tuesday” for , with progress for Ukraine, Moldova, Montenegro and Albania, while the EU Court upheld Spain’s Catalan amnesty law.

This week's Strasbourg plenary set the tone for the second half of 2026. Parliament voted to open negotiations on the , assessed a 28th EU tax regime, updated air passenger rights and consented to the EU-Mexico Strategic Partnership. MEPs also debated surveillance and failed to block Chat Control 1.0, despite a majority voting against.

Beyond the chamber, the Commission launched its first-ever and an Action Plan on and AI. In Paris, Le Pen's conviction was upheld while she remains eligible for 2027. Spain's proposal for a European Sovereign Facility met resistance in the Eurogroup.

The Irish is now underway, with Dublin taking the Council helm on 1 July and setting its sights on the MFF, enlargement, and competitiveness.

On the policy side, the EU abolished the €150 customs exemption on packages, replacing it with a flat €3 duty per item. Parliament's Industry Committee backed faster permitting for electricity grids and renewables. The European Commission announced €200 million to develop the Middle Corridor, connecting Europe to the Caspian and Central Asia while reducing reliance on Russian routes.

Next week's plenary features the Irish Presidency programme, debates on the automotive sector and bioeconomy, and a vote on opening a probe into the far-right ESN party.

🇪🇺 Ahead of the 2026 ETS review expected on 17 July, we co-organised, together with the offices of MEP Letizia Moratti and MEP Giorgio Gori, a high-level roundtable at the European Parliament on the role of residual treatment and waste-to-energy in Europe’s decarbonisation pathway and the policy choices ahead for the EU ETS framework.

The exchange brought together MEPs, the European Commission, Permanent Representations, local authorities and sector stakeholders to discuss how residual waste treatment — including waste-to-energy — should be considered in the ETS review.

We sincerely thank the MEPs who hosted and joined the debate, the European Commission, represented by Beatriz Yordi, the Permanent Representations, CEWEP and A2A for their valuable contributions.

Our thanks also go to all participating companies and associations for enriching a pragmatic discussion on climate ambition, regulatory coherence, energy recovery and essential local public services.

As Europe moves towards higher recycling rates and deeper decarbonisation, the treatment of the unavoidable residual waste fraction remains a key policy question. Waste-to-energy sits at the intersection of climate policy, circular economy objectives and the continuity of essential local public services. Ensuring regulatory coherence will be crucial to make the 2026 both ambitious and workable.

🇮🇪 💡From today, holds the of the of the European Union, a semester built around three priorities: competitiveness, values and security. Ireland places the One Europe, One Market Roadmap at the heart of its programme, treating the 2026 and 2027 deadlines as its own and putting the Single Market and the removal of key barriers at the centre.

At the centre of the semester stands the 2028–2034 . Ireland will work to hand leaders a negotiating box for decision in 2026, while advancing new instruments such as a European Competitiveness Fund and Global Europe Instrument and simplifying the EU rulebook.

On the political side, the EU-Moldova Summit confirmed Chișinău's European trajectory after the opening of the first accession cluster. The Ukraine Reconstruction Conference in saw von der Leyen announce a €3.2 billion disbursement, while Kallas reshaped the EEAS with a more defence-focused team.
