The Securities and Exchange Commission (SEC) is streamlining companiesโ€™ entry into the capital market by making the submission of public offering applications fully online and shortening processing timelines through the Online Application for Registration Statements (OARS).

The Commission on August 24 issued SEC Memorandum Circular No. 24, Series of 2026, mandating the use of OARS for covered registration applications and filings.

Through OARS, companies can submit applications electronically, supporting faster processing, greater regulatory efficiency, and a more convenient application process. Applications filed through the platform shall be processed within 40 days upon payment of the initial assessment fee.
