What is the Consent Management Module (CMM)?
The Consent Management Module (CMM) is a feature integrated into the eSakor system that enables landowners, family members, witnesses, and other relevant parties to provide their consent digitally during land transactions. It ensures that all concerned parties are informed and have formally provided their consent before a transaction is processed.
Why Does CMM Matter?
The CMM aims to:
1. Prevent fraudulent and unauthorized land transactions;
2. Safeguard the rights and interests of landowners;
3. Enhance transparency and accountability in land transactions; and
4. Ensure that all relevant stakeholders are properly informed and their consent is duly recorded.
Key Features
1. Digital consent from all relevant parties
2. Additional verification to strengthen transaction security
3. Secure authentication through National Digital Identity (NDI)
4. Inclusive provisions for individuals without access to digital services
Guidance and Further Information
Further information, user guidelines, and instructional materials on the CMM will be made available through the official platforms of the National Land Commission Secretariat, including its website and social media channels, to assist citizens and relevant stakeholders in understanding and using the system.
The NLCS encourages all citizens and stakeholders in the 11 Dzongkhags to familiarize themselves with the CMM requirements ahead of its implementation on 2 September 2026.
