Can Anyone Attend Site Visit ??
What are they and how can I benefit?
Site Visit is the process of Tendering process. After buying a Tender Document the Quantity Surveyor /Engineer or Estimator goes through the document and familiarize himself with the document. And when he is on site if they are areas that are not clear he/she can ask question to clear the grey areas.
Who Should Attend
It depends with the scope, but mostly the most important person who should attend the Site Visit is the person who is going to price the Bill of Quantity (works). Sending unqualified and inexperienced person for a site visit is a recipe of failing to price the Tender.
Information Gains
• Site visits pose a valuable source of information that you may not get from the tender documents.
• They present an opportunity to get detailed information from people who are knowledgeable about the site.
Accurate Pricing
• If you are required to submit a pricing document, site visits give you the chance to gain meaningful information Site Visit will allow you to price your service in a realistic way, preventing you from erroneously pricing too high or too low.
Availability of Material and Prices in Local Hardware’s
Ask questions about the availability of Plant, Material in that environment.
After site Visit you can check the prices of material in the local Hardware’s, this will help to price and decide where you are going to buy the material or hire equipment.
Conclusion
Do the right things first send an experienced and competent person for site visit. Tendering is very expensive and sending your cousin or friend who is not competent is risking or is like throwing your hard earned money away. The ball is in your hand.Site Visit is not just writing in the register.

Tips to help you with winning tenders.

1. Be selective
Only go for the tenders you’re likely to win. Tendering is time-consuming. It’s better to spend time searching for ‘best fits’ than waste time tendering for contracts you’ll never win.

2. Be prepared
Spend time standardising all your policies – health and safety, quality plan, method Statement Management Plan, etc. And have them all available electronically.

3. Choose a team
Tendering is not a one-man job, Have someone competent to check your documents... Second Opinion.

4. Assess their needs
Think about the buyer and their needs. That’s the key to a winning pitch!

5. Ask for feedback.. Debriefing
Whether you win or lose, constructive feedback will make the next bid easier.

6. Pay Attention to Detail
Apart from selling, another fundamental part of successful tenders is attention to detail

Debriefing

Debriefing is a way of helping suppliers/ Contractor to improve their competitive performance which produces benefits to procuring organisations.

Unsuccessful suppliers and tenderers have a right to know the reasons for their rejection. Any tenderer may request additional information regarding the tendering process. You need to make sure enough time and resource is given to the debriefing process.

Debriefing will also be necessary for unsuccessful candidates at the Selection Stage.

To assist suppliers to improve their performance. A debriefing should cover the positive aspects and suggest areas for improvement of the unsuccessful bid. Suppliers will then have the opportunity to address these issues and improve their competitiveness in any future bids.

Bidder Feedback

To offer unsuccessful tenderers the opportunity to provide feedback to the Organisation on the tender process. This will help with continuous process improvement .

Reputation

To establish and maintain a reputation as a fair, honest and ethical customer. This will help to ensure that high quality suppliers will be encouraged to submit tenders.

Debriefing Timescales
Candidates eliminated at the Selection Stage:

it is a legal requirement to notify candidates eliminated at this stage "as soon as reasonably practicable" (based on commercial judgement);
provision of de-brief information is not required, but should be done as a matter of best practice;
if candidates make a written request, de-brief information must be provided within contractual dates .
Unsuccessful tenderers:

all tenderers must receive a standstill notice with the required information as soon as possible after the contract award decision has been made. This includes a summary of the reasons why they were unsuccessful and the characteristics and relative advantages of the successful tenderer(s)
if tenderers make a written request, additional de-brief information must be provided within stipulated dates

Debriefing - Points to Remember
Tenderers are entitled to a written explanation of why their tender was unsuccessful.

Debriefing should be undertaken in line with Notification of Contract Award Decision station. Care must be taken to ensure all information provided can be justified.

When debriefing it must be made clear to each tenderer that only their tender will be discussed.

Under no circumstances will such things as commercial terms, innovative ideas from another tenderer, be disclosed.

The Briefing must be accurate, factual and consistent with information provided in the notices associated with the standstill period. You should not introduce new or conflicting reasons for the decision.

Debriefing meetings must be carefully planned and only executed by experienced personnel.

At the end of the debriefing meeting, tenderers should be asked if they have any comments/feedback on the Procurement Documents and the Procurement Exercise.

A record of the debriefing meeting must be made and placed on the appropriate registered file.
