A NATIONAL AND REGIONAL CALL TO ACTION

In his opening keynote at the 5th Annual Eswatini Institutional Investors Forum, Hon. Neal Rijkenberg, Minister of Finance, delivered a powerful message: Eswatini already has the capital, institutions and regional relationships required to build its next growth cycle. The challenge is to convert these strengths into bankable projects, productive assets, employment and shared prosperity.

With pension fund assets estimated at E55.8 billion—approximately 57% of GDP—the Kingdom possesses a significant pool of long-term capital. However, the Minister firmly emphasised that pension savings belong to workers, retirees and their families. They must be protected, professionally governed and invested only where risks are properly managed and returns are competitive.

His message was clear: “Our ambition is not to force capital into development. Our ambition is to make development worthy of capital.”

The Minister outlined five priorities for Eswatini’s 2026–2030 investment cycle:

* Strengthening fiscal sustainability, transparency and institutional trust.
* Developing a credible pipeline of bankable projects.
* Investing in productive sectors that create employment and resilience.
* Deepening domestic capital markets and developing appropriate investment instruments.
* Using regional integration and cross-border collaboration to achieve greater scale.

The opportunities are substantial—renewable energy, water, transport, digital infrastructure, agriculture and agro-processing, manufacturing, tourism, housing, healthcare and SME development.

For the wider SADC region, the address carried an equally important message: African institutional capital must not remain disconnected from Africa’s development opportunities. Pension funds, social security institutions, DFIs, governments and private investors must pool capital, share risk and co-invest in projects that are too large—or too strategically important—for any single institution or country to carry alone.

Importantly, the Minister challenged the Forum to move beyond speeches and establish an Ezulwini Institutional Capital Agenda—one that builds an investable project pipeline, strengthens project preparation, promotes regional co-investment and identifies at least one flagship transaction capable of progressing towards an investable term sheet before the next Forum.

The real measure of success will not be the number of conferences held or policies announced. It will be the electricity delivered, roads and digital networks built, businesses supported, jobs created, regional trade strengthened and retirement savings protected.

Eswatini may be small in geography, but it can be large in ambition. With credible projects, responsible leadership and regional cooperation, the Kingdom can become a powerful example of how African savings can finance Africa’s future.

2012. Before ESG became mainstream.

What an incredible two days of learning, meaningful conversations, new relationships and powerful insights.

The 5th Annual Botswana Institutional Investors Forum 2026 has officially concluded following two impactful days at Cresta Mowana Safari Resort & Spa, Kasane, under the theme: “Mobilising Institutional Capital for Africa’s Next Growth Cycle: Infrastructure, Innovation and Regional Integration.”

I leave Kasane excited, grateful and inspired by what we experienced.

This Forum demonstrated something important: Botswana has institutional capital, expertise and opportunity. Our challenge now is to connect that capital with bankable opportunities capable of delivering competitive returns while contributing meaningfully to economic transformation.

Across the two days, our speakers tackled some of the most important questions facing Botswana’s institutional investment industry.

Tebogo Mokoto, our Forum Chair, opened the conversation by challenging institutional investors to think beyond traditional asset allocation towards infrastructure, innovation and integrated African markets.

Hon. Johane Chenjeka, Chairman of Chobe District Council, highlighted the importance of PPPs, DFIs and institutional capital in driving sustainable economic transformation.

Neo Mooki, Chair of the Botswana Stock Exchange, unpacked the Global Investment Landscape 2026 and what changing inflation, currencies and geopolitical dynamics mean for Botswana’s institutional portfolios.

Unami Habana, Senior Transformation Manager at Debswana Diamond Company, delivered an important conversation on “Beyond Diamonds” — exploring how institutional capital can support Botswana’s diversification into infrastructure, secondary industries and new growth sectors.

Gosego January, CEO of RisCura Botswana, connected Vision 2036 with pension capital, demonstrating the potential of retirement savings to support industrial development, job creation and sustainable economic growth.

Markus Scheuermaier, Senior Country Officer for Botswana and Lesotho, World Bank Group/IFC, unpacked how Public-Private Partnerships can become catalysts for development and how better risk-sharing and project structures can crowd institutional capital into infrastructure.

Our economic outlook panel brought together Neo Mooki, Markus Scheuermaier and Gosego January for a robust conversation about Botswana’s economy, investment risks, infrastructure priorities and opportunities for long-term investors.

Chris Hart, Executive Chairman of Impact Group of Companies, challenged us to move Beyond Compliance, looking at ESG as a driver of long-term value rather than simply another regulatory requirement.

Our Pension Fund CEO & Trustee Roundtable, featuring Dr Lesedi Lesetedi and Maemo Monare-Muchazviona, moderated by Mbuso Zondi, brought governance, trustee accountability, fiduciary responsibility, sustainability and member outcomes firmly into focus.

Day Two continued with Dr Lesedi Lesetedi examining why strong corporate governance is fundamental to mobilising institutional capital, followed by Maemo Monare-Muchazviona’s important discussion on Women and Retirement Planning in Botswana.

Our asset-allocation panel, moderated by Mbuso Zondi and featuring Mothusi Lekgowe, and Chendzimu King, examined where institutional investors are allocating capital in 2026 — from equities and fixed income to infrastructure, property and private markets.

And Dhana Ramasamy, Finance Director of Nando’s Botswana, left us with a critical challenge: Botswana doesn’t simply need more capital — we need to build more investable, well-governed and financially disciplined businesses capable of absorbing that capital.
