From 2009-2015, PURC asked Leroy to deliver an important session on the regulatory process to participants in the PURC/World Bank International Training Program on Utility Regulation and Strategy. He was a participant in the June 2008 program and impressed our staff with how articulate and energetic he was. He has been an excellent addition to our faculty. He is bright, articulate and highly motivated—a set of qualities that is reflected in his professionalism and personal integrity. His work experience focused on regulation, cutting across a range activities and topics. He has had to work in teams (with lawyers, accountants, engineers and others), provide leadership in many settings, and take initiative. I have always found Leroy to be personable and balanced in the way to relates to others.

Leroy possesses good teaching skills, strong critical thinking abilities, and excellent technical capabilities. He has helped strengthen Belize’s infrastructure and is in a position to contribute to international discussions on how governance and incentives affect the efficiency of infrastructure in developing countries.
