Reporting to the Supervisor, Plans & Permits, co-ordinates and monitors approval process for projects subject to site plan approval, conditional permit agreements, temporary structure agreements and related projects. Monitors time frame provisions and Building Code notification requirements for permit submissions. Reviews plans submitted for building permits for compliance with the Ontario Building Code and standards referenced therein. Provide some direction to support staff.

Coordinates and monitors approval process for projects subject to site plan approval, conditional permit agreements temporary structure agreements and related projects.
Monitors time frame provisions and notification requirements of the Building Code for permit submissions.
Provides preliminary plan assessment over the counter for to determine the adequacy of technical and administrative documentation and extent of other “applicable law” for permit application submissions.
Provide technical information and direction to customers over the counter and in response to telephone enquiries.
Perform plans review for compliance with the Building Code and applicable law.
Performs research for and prepares technical reports as required or requested.
Liaises with inspectors in the resolution of design and construction issues and permit status.
Maintain current knowledge of the Ontario Building Code, the Building Code Act and the standards referenced therein.
Maintains and updates progress of project review on the permit tracking system.
Performs additional similar and related duties as assigned.


SELECTION CRITERIA:

High school (Grade 12) graduation plus an additional program of over two and up to three years in Architectural Technology, Civil Engineering Technology or equivalent.
Over four (4) years, up to and including eight (8) years of experience in a regulatory environment preferably in Building Code enforcement or direct experience in the building design or construction process.
Successful completion of the provincial qualification examinations for: Legal Processes, House, Small Buildings, Large Buildings and Building Structural.
Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
Ability to work independently or as part of a team.
Working knowledge of Microsoft Office Suite.

Applying For permanent Resident With the Help of an Employer:
Specialized applications are additionally relevant in circumstances where TFWs are:

Applying for permanent residence (with the help of an employer) through Express Entry;
Hired as part of the Global Talent Stream (for uniquely skilled workers in ICT or STEM fields);
Applying for positions in Quebec.
Non-compliant Employers and Foreign Worker’s Rights
Employers must observe a large degree of compliance when hiring a temporary foreign worker. If an employer is found to be non-compliant with the required standards, they can be subject to either, or both a:

Monetary penalty
A ban from hiring temporary workersx
These non-compliant companies are even listed in a directory on the IRCC website.

Even TFWs are given rights under Canadian law. Among these, an employer must:

Pay for the work of a TFW
Ensure the workplace is safe for them
Give TFWs breaks during the work day, and time off

Force a TFW to perform duties that they were not hired or trained to do
Force a TFW to work if they are sick or injured
Take their passport or work permits away from them

What is an LMIA?
To successfully work under the TFWP as a foreign worker, one needs to obtain a positive or neutral LMIA, in order to receive a Temporary Work Permit.

The LMIA is Canada’s labour market test. Companies are required to submit an LMIA before hiring a foreign worker, to determine whether there will be a positive or neutral impact on Canada’s labour market, should the employer choose to hire said worker.

Employers should be aware of the requirements that follow the application for an LMIA, including wages, advertisement efforts, exceptions to advertising requirements, and the application process and waiting times for an LMIA.

Completing an LMIA is the first step an employer must undergo when they are looking to hire a foreign worker under the TFWP.

Exemptions to the LMIA
There are also exemptions to the need for an LMIA. For example, jobs that do not fall under the purview of the TFWP; as well as offers to foreign nationals that are done through the IMP, do not require an LMIA. There are also Quebec-specific exemptions and variations to the LMIA.

What are my obligations when sponsoring my spouse for Canadian immigration?

In short, you must be able to provide for your spouse or common-law partner's basic needs.

If you sponsor your spouse or partner to become a Canadian permanent resident, you must sign an undertaking, in which you promise to provide financial support for the basic needs of your spouse or partner (and their dependent children, if applicable).

Basic needs include:

Food, clothing, shelter and anything else needed for everyday living.

Dental care, eye care and other health care that isn’t covered by public health services.

Before signing the undertaking agreement, you must be certain that the sponsored person will not need to ask the government for financial help. In addition, if they receive social assistance from the government, you will need to pay back the amount they have received during the time you were responsible for them.

In a recent research published by the Business Council of Canada (BCC), 80 Canadian businesses were asked how they use the country's immigration systems to hire talented individuals. Over 1.6 million people are employed collectively by the surveyed companies. According to the survey, two thirds of businesses claim to use Canada's immigration system to find talent elsewhere. Hiring immigrants who have already moved to Canada makes up the remaining third.
The majority of employers, or 50%, believe that Canada should raise the number of permanent residents it accepts each year. The remaining citizens back the government's three-year immigration strategy. Canada anticipates receiving 431,645 new permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024 under that plan.

Canada’s Immigration Levels Plan 2022-2024 aims to accept more than 450 000 new permanent residents annually. Numerous work permits and economic class immigration routes are available in Canada.
Employers are having trouble filling technical positions. The majority of skill shortages occur in industries like computer science, engineering, and information technology. The onset of the pandemic resulted in a significant decrease in Immigration Refugees and Citizenship Canada‘s (IRCC) application processing capacity and several policy shifts, among them a temporary pause in all-program Express Entry draws.

Up until that point, the Federal Skilled Worker Program (FSWP) had been Canada’s flagship and most popular economic immigration program for well over 50 years.

Through the FSWP, Canada was admitting tens of thousands of professionals and skilled workers from around the world each year on the basis of the likelihood that they will be able to establish themselves successfully in the Canadian labour market. But since December 2020, in order to reduce the number of applications that were piling up in processing centers, Canada introduced a pause in invitation rounds under the program.

Months later, the Canadian Experience Class (CEC), another major federal immigration program, faced the same fate and has now not seen a draw since September 2021.

With Canada having the lowest unemployment rate and the highest number of job vacancies on record, an aging population, and a low birth rate, the importance of reopening the country to qualified skilled workers has now become an ever more pressing goal for the Canadian government.

With the economy growing faster than employers can hire new workers, Canada needs to look at every option so that we have the skills and labour needed to fuel our growth” said Canada’s Immigration Minister Sean Fraser.

This is why, by July, Express Entry is poised to once again become Canada’s primary means of attracting international talent. In fact, the Canadian government will gradually increase its annual Express Entry admissions to more than 110,000 immigrants in 2024.

The Manitoba Provincial Nominee Program (MPNP) invited 315 candidates to apply on May 5. The invitations were divided across three immigration streams:

Skilled Workers in Manitoba — 249 invitations with a minimum score of 651;

Skilled Workers Overseas — 34 invitations with a minimum score of 691; and

International Education Stream — 32 invitations with no score requirement.

Out of all who were invited to apply, 48 had profiles in the Express Entry system.

Those who want a nomination from Manitoba, need to register an Expression of Interest with the MPNP. Once that step is completed, they will be in a position to receive an LAA through the Skilled Workers in Manitoba and Skilled Workers Overseas streams.

Manitoba then ranks candidate profiles out of 1,000 points taking into account their human capital factors, as well as their connections to the province. The MPNP then issues invitations to eligible candidates who will be able to submit an application for a provincial nomination.

Saskatchewan

The Saskatchewan Immigrant Nominee Program (SINP) invited a total of 198 candidates to apply for a provincial nomination on May 5.

In the May 5 invitation round, 106 invitations went to Express Entry candidates and 91 invitations went to Occupations In-Demand candidates. The minimum Expression of Interest (EOI) score requirement was 85 for both categories of candidates, and they needed to have work experience in one of 40 occupations.

In response to the crisis in Ukraine, on May 5 Saskatchewan also issued one invitation to apply for a provincial nomination to a Ukrainian national.

Finally, Saskatchewan issued invitations under its Entrepreneur sub-category. A total of 54 candidates with scores between 90 and 130 points were selected from the EOI pool.
