Study in Canada: IRCC expands Student Direct Stream (SDS) to 7 new countries

Canada has expanded its fast-track program for international students to seven new countries.

The countries are:

Brazil
Colombia
Peru
Antigua and Barbuda
Costa Rica
Trinidad and Tobago
Saint Vincent and the Grenadines

The Student Direct Stream (SDS) offers expedited study permit processing to those looking to study at a Canadian designated learning institution (DLI).

Potential international students to Canada first need to receive a Letter of Acceptance (LOA) from a DLI.

DLIs are universities, colleges, and other post-secondary educational institutions in Canada that are authorized by the government to welcome international students. Once a candidate receives an LOA, they then need to submit a study permit application to the department of Immigration, Refugees and Citizenship Canada (IRCC). The purpose of the study permit is to authorize an individual to move to Canada to pursue their education.

Study permit processing varies by each country but it can take several months. The benefit of the SDS is that eligible participants can get their study permit application processed by IRCC within 20 calendar days on average.

IRCC launched the SDS in 2018 to students from India, China, the Philippines, and Vietnam. It expanded the program in 2019 to include Pakistan, Senegal, and Morocco.

Those from the above 14 countries wishing to apply for a study permit under the SDS need to meet the following criteria:

Language Test: They must have obtained a score of at least 6.0 on the IELTS (either IELTS Academic or IELTS General Training) on each skill: Reading, Writing, Listening, and Speaking. Francophone candidates need to obtain a Canadian Language Benchmark (CLB) equivalent of 7 in each skill on the Test d’Evaluation de Français
Proof of a Guaranteed Investment Certificate of at least $10,000 CAD: This needs to be from an eligible Canadian financial institution
Proof of full payment of tuition for the candidate’s first year
Letter of Acceptance from a Canadian designated learning institution
Most recent educational transcript
Proof of upfront medical exam: This requirement is for applicants who have lived or travelled for 6 months in designated countries or territories and/or their field of study requires an upfront medical exam
Prior to the coronavirus pandemic, Canada hosted a record 642,000 international students in 2019. Among the top 15 source countries, India, China, Vietnam, Brazil, Colombia, and Morocco are SDS participants.

Among today’s additions to the SDS, Brazil, Colombia, and Peru are likely to have the most significant impact on international student enrollment in Canada. Canada’s population of Brazilian students has increased nearly ten-fold over the last two decades while the Colombian student population has nearly quadrupled. Peru’s student population has increased five-fold since 2000. IRCC notes that nearly 16,000 study permits were issued to residents of the seven new SDS countries in 2019, of which about 10,000 went to those in Brazil and some 4,400 to students from Colombia.

For international students, the SDS is beneficial in that it offers greater certainty their study permit application will be approved, and in a timely fashion. For IRCC and DLIs, the SDS is beneficial in that it provides greater certainty candidates are genuinely interested in pursuing education in Canada, and not using education as a loophole to enter Canada for alternative purposes (e.g., to enter the Canadian labour market).

August 2021 PNP-Focused Express Entry highlights

Most participating provinces and territories have at least one PNP stream that is aligned with the federal Express Entry system, which is Canada’s principal source of economic immigration.

So far in 2021, Immigration, Refugees and Citizenship Canada (IRCC) has been holding PNP-specific Express Entry draws, on average, every two weeks.

In August, IRCC conducted two Express Entry draws targeting PNP candidates, issuing 512 ITAs on August 4 and another 463 on August 18. While the number of Express Entry invitations issued this past month was down compared to the months of June and July, the number of invitations issued through Express Entry is reaching record highs. IRCC has now issued over 100,000 ITAs this year.

Saskatchewan
In August, the Saskatchewan Immigrant Nominee Program (SINP) held a total of four invitation rounds through the Express Entry and Occupations In-Demand sub-categories of the International Skilled Worker Category issuing a total of 948 invitations to apply for a provincial nomination. This is significantly more than the 575 invitations issued by the province in July.

British Columbia
Over the past month, the province has invited more than 900 candidates to apply for a provincial nomination through the Express Entry British Columbia, Skills Immigration streams closely matching the number of invitations issued over the past months.

Ontario
The province held a total of five draws this month through the Ontario Immigrant Nominee Program (OINP).

The first draw took place on August 6 with the province issuing two invitations to apply under the Employer Job Offer: Foreign Worker and Employer job offer: International Student streams. These were targeted draw under the economic Mobility Pathways Project.

On August 11, the province held its second-ever In-Demand Skills stream draw under its new intake system and invited 48 immigration candidates. Candidates needed to be eligible for the needed to have job offers in sectors listed as targeted.

On August 18, 2021, Ontario held its first round of invitations for the Masters Graduate and PhD Graduate streams. Between two draws, the province invited 479 international student graduates to apply for a provincial. More specifically, Ontario invited 402 to apply for the Masters Graduate stream who needed Expression of Interest (EOI) scores and 77 candidates with EOI scores of 17 and above for the PhD Graduate stream.

On August 25, Ontario held a second Masters Graduate stream draw and invited 326 candidates with scores of at least 37.

Lastly, on August 26, the OINP issued 20 invitations through its Entrepreneur Stream to candidates with scores between 142 and 200.

In total, the province of Ontario invited 875 immigration candidates to apply for provincial nomination.

Alberta
In August, the Alberta Immigrant Nominee Program (AINP)’s Express Entry Stream held the biggest draw of 2021. The draw was held on August 10 and invited 396 candidates with CRS scores of at least 300.

Manitoba
The province of Manitoba held one draw through the following three streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas in August. The draw was held on August 12 with 275 Letters of Advice to Apply issued of which 36 were issued to candidates who declared a valid Express Entry profile.

Prince Edward Island
Prince Edward Island held a pre-scheduled draw on August 19 and issued a combined 161 invitations to immigration candidates. Most of the invitations, 152, were issued to Express Entry and Labour Impact candidates. The remaining nine invitations went to Business Impact candidates who had a minimum point threshold of 75.

What are PNPs?

PNPs allow Canadian provinces and territories to nominate individuals for permanent immigration.

There are two types of PNPs: base and enhanced.

Base nomination streams work outside of the Express Entry system, as they are managed by the provinces themselves. These types of nominations are subject to particular PNP streams and processing standards. In order to go from a successful base nomination to permanent residency, candidates will generally have to go through a two-step process. First, candidates determine that they meet the criteria for a PNP pathway, apply, and if successful, receive a nomination certificate. Once they have this certificate, they will be can apply for permanent resident status with the federal government.

Enhanced nomination streams, on the other hand, are linked with the Express Entry system. They allow provincial immigration officials to search the Express Entry pool of candidates for principal applicants who match specific criteria. The provinces then invite these candidates to apply for a provincial nomination.

The Express Entry system manages the pool of candidates for Canada’s three main federal-level economic immigration programs — the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class.

If candidates get a provincial nomination through enhanced provincial streams, they are awarded an additional 600 Comprehensive Ranking System (CRS) points. This practically guarantees that they will receive an invitation to apply (ITA) for permanent residence in a subsequent Express Entry draw.

Canada has held another all-program draw, inviting Express Entry candidates to apply for permanent residence.
Canada issued 3,900 Invitations to Apply (ITAs) for permanent residence in a draw held August 5. Candidates needed a Comprehensive Ranking System (CRS) score of at least 476 to be invited in this invitation round.
Immigration, Refugees and Citizenship Canada (IRCC) has been issuing 3,900 ITAs through Express Entry every two weeks for most of 2020. While IRCC deviated from all-program draws between March 18 and July 8 and was targeting candidates in only two specific programs during that period, that changed last month. On July 8, IRCC held an all-program draw before returning again to program-specific draws on July 22 and July 23, suggesting it may start to alternate between these two types of draws as things slowly return to normal.
The number of ITAs issued in 2020 was not affected by the temporary policy changes and remained constant throughout the year. The year began with two draws of 3,400 ITAs each in January, followed by one draw of 3,500 ITAs and a record-breaking 4, 500 in February. Since March, IRCC has held 21 draws and issued close to 40,000 ITAs.
Express Entry is the application system that manages the pool of candidates for Canada’s three main economic immigration classes — the Federal Skilled Worker Program(FSWP), the Federal Skilled Trades Class (FSTC) and the Canadian Experience Class (CEC).
The highest-ranked candidates in the Express Entry pool are issued ITAs in regular invitation rounds.
Today’s draw was the 25th draw of 2020 and brings the total number of ITAs issued this year to 61,600, a new record for this date.
