PGWP Insight: “Scheduled Break” vs Actual Academic Activity

There is often confusion around how “scheduled breaks” are interpreted in PGWP applications.

In one case I reviewed, a student was enrolled in a 2-year diploma program. During a winter semester, several students in the same program requested a break, and the Designated Learning Institution (DLI) approved these requests and issued letters confirming it as a “scheduled break.”

Most students in that intake did not take any courses during that semester, and their PGWP applications were approved based on a clear gap in academic activity supported by the DLI documentation.

However, one student used the same approved break period to repeat a previously failed subject and earned credits during that semester.

Although the college still issued a “scheduled break” letter, the immigration officer assessed the actual academic record and determined that there was course activity during that period. As a result, the semester was not treated as a full break, and the PGWP application was refused.

Key takeaway:
Even when a DLI confirms a “scheduled break,” IRCC ultimately relies on the actual study record. Any course enrollment or credit activity during that period can change how the semester is assessed.
